The term "center," as used herein, shall refer to:

A rate of speed in excess of 15 miles per hour of any vehicle in any part of said center shall be unlawful and is hereby prohibited.

The parking or standing of any vehicle is hereby prohibited in any of the following areas designated as no-parking areas and fire lanes or in front of all fire hydrants in the Town of Somers or within 15 feet on either side of said fire hydrants.

A. 
A pedestrian crosswalk shall be established in the following area or areas:
(1) 
Town Center at Somers across the roadway in front of the Post Office.
B. 
Proper signs and markings shall be installed or made to accomplish the purposes of this section.
No vehicle shall be parked or left standing in any part of any center at any time during snowstorms, floods, fires or other public emergency, except as directed by a police officer.
A. 
No vehicle shall be abandoned in any center at any time.
B. 
Any vehicle left abandoned in violation of the provisions of this article at any center may be removed and stored by any person thereunto duly authorized, in writing, by the owner of such center or person in general charge of the center or by any police officer and may be redeemed upon payment to said owner or person in charge of the center or the Town of Somers, as the case may be, of an amount set by resolution of the Town Board[1] for the removal and an amount set by resolution of the Town Board per day or fraction thereof for the storage of said vehicle.

The violation of any provision of this article shall constitute a traffic infraction within the meaning of § 1800 of the Vehicle and Traffic Law, and any person violating any provisions of this article shall be punished as therein provided. The minimum fine for violation of § 158-10 of this article shall be $15 for each offense. The minimum fine for violation of § 158-14 of this article shall be $25 for each offense.
The no-parking or -standing areas designated in § 158-10 hereof are further designated fire zones, and the Chief and Deputy Chiefs of the Fire Bureau and Fire Inspector are also authorized to enforce this article as to such section.

Stop signs shall be located in Somers Chase at the following intersections:
A. 
Northwest and southeast corner of Hallocks Run at Theal Court and northeast corner of Theal Court at Hallocks Run.
B. 
Northeast and southwest corner of Hallocks Run at Revere Court and southeast corner of Revere Court at Hallocks Run.
