A. 
The entire width of the road and shoulders shall be cleared of all trees, brush, boulders, stone walls and other debris, and perishable matter if encountered shall be removed to a minimum depth of two feet below the finished grade except tree stumps which shall be completely removed throughout the length of the proposed road, and except for such ornamental or specially designated trees and other objects which have been selected to remain by the Planning Board, either upon its own initiative or upon request of the developer.
B. 
On curves and at intersections additional clearing may be necessary to provide proper visibility. Clearing shall also be required along banks and within the rights-of-way of drainage channels and in cut and fill areas as required by the Town Engineer.
A. 
All excavation and filling required for construction of roads, headwalls, drainage structures and other utilities shall be as specified herein and as shown on the construction details.
B. 
Topsoil shall be stripped from the bed of the proposed roadway and from all surfaces to be disturbed by cut and fill operations in the roadway area. Topsoil shall remain on the site to be used for roadway landscaping unless otherwise directed by the Planning Board.
C. 
All muck, soft clay, bogs and any other objectionable material lying below the proposed subgrade within the roadway area shall be removed and the area filled with gravel or suitable granular fill, well-compacted to the satisfaction of the Town Engineer.
D. 
All roots and stumps within the area to be graded shall be grubbed and removed from the roadbed area and properly disposed. Tree trunks, limbs and other brush shall not be used in the fill.
A. 
The subgrade shall be brought to the required grade by excavation or filling. Excavated materials, if suitable, may be used in making embankments, filling the low areas of the work and at such places as required by the Town Engineer. Roots and stumps shall be removed as described above.
B. 
The subgrade shall be formed with a grader and ten-ton roller by such repeated rolling, shaping, removal of soft spots and other unsuitable material and replacement with suitable material as specified in § A174-22, rerolling and reshaping as may be deemed necessary to provide a uniform hard, stable surface properly crowned to shed water laterally to the edges of the roadway.
C. 
Where an embankment is required, the fill shall be spread in layers not to exceed 12 inches loose, bladed or disked to an even surface free from clods and compacted by rolling with approved rollers to the satisfaction of the Town Engineer. In no case shall boulders or rock layers be deposited within two feet of the finished subgrade elevation. Utility trenches, areas around culverts, bridges, retaining walls, curbs, manholes, catch basins or other sections not accessible to the roller may be backfilled in eight-inch layers and compacted with approved mechanical hand tampers. Filling and compacting operations shall continue alternately until the cut and fill conform with the lines, grades and typical cross sections shown on the approved road plans or the field-adjusted profile as specified in § A174-5.
D. 
Fill material shall be free from organic matter, loam and frozen material. Soft or spongy areas, after compaction, shall be removed, the pocket drained and refilled with selected material.
E. 
Any surplus material shall be used for extending the shoulders to a greater uniform width, for flattening embankment slopes or for grading low areas in the subdivision. No surplus material shall be removed from the site except in compliance with Chapter 170, Zoning, of the Code of the Town of Somers.
Rock shall be removed to the slopes and lines shown on the construction details or as directed by the Town Engineer and shall be replaced with suitable materials in such a manner as to provide a compacted earth cushion at least 12 inches below the subgrade of the pavement and at least eight inches below the bottom of any drainage pipe. Blasting shall be done by competent personnel with the necessary local permits. All blasts shall be properly covered and safety precautions taken, all in accordance with the Safety Code of the State of New York governing storage and use of explosives.
