Applications for permits to construct water from the water system or do plumbing work to be connected therewith must be made in writing by the owner of the property to be serviced, or his authorized agent, to the Clerk of the Village of Tivoli. Such application shall give the precise location of the property, name of the owner and the name of the person employed to do the work and shall be filed in the office of the Village Clerk previous to opening of the trench or commencing the work. No permit shall be deemed to authorize anything not stated in the permit. All applications for permits are to be accompanied by a fee as set forth, from time to time, by resolution of the Board of Trustees. Where service lines are constructed on private premises in their entirety, a fee as set forth, from time to time, by resolution of the Board of Trustees must a accompany application for permit.[1]

The Village of Tivoli shall construct all service lines from the main to the property lines and furnish and install the following equipment: corporation stop, service pipe from main to curb, curb stop, curb box and meter.
Service pipe from curb box to premises to be served shall be installed, maintained and renewed at the consumer's expense. It shall be of a type, make and weight of material approved by the Village, preferably three-fourths-inch Type K copper tubing and the work shall be performed by competent workmen in a manner satisfactory to the Village authorities.
Notice must be given to the Village Clerk when any plumbing is ready for inspection, and the plumber doing the work shall furnish all of the necessary assistance or appliances therefor. The plumber shall remove or repair any defective material or labor when so ordered by the Village authorities. Under no circumstances can any plumber or any of his or her employees doing the work of plumbing act as a representative of the Village.
All plumbing fixtures shall be provided with a sufficient supply of water for flushing to keep them in a sanitary condition. Every water closet or pedestal urinal shall be flushed by means of an approved tank or flush valve of at least four gallons' flushing capacity for water closets and at least two gallons for urinals and shall be adjusted to prevent the waste of water. The flush pipe for water closet flush tanks shall be not less than 11/4 inches in diameter, and the water from flush tanks shall be used for no other purposes. No water closet or urinal bowl shall be supplied directly from a water supply system through a flushometer or other valve unless such valve is set above the water closet or urinal in a manner such as to prevent any possibility of polluting the water supply.
The water pipe from the curb to the inside of foundation wall shall be of brass or copper and of a diameter not less than the curb cock to which it is attached, fixture branches to be not less than as follows:

A main shut-off on the water supply line shall be provided near the curb. Accessible shut-offs shall be provided on the main supply line just inside the foundation wall. And the Village is not to be held responsible for any reason whatsoever when they are compelled to shut off water in the main line.
All water supply pipes for a plumbing system shall be of copper, lead, galvanized wrought iron or steel, brass, or cast iron, with brass or galvanized cast iron or galvanized malleable iron fittings. No pipe or fittings that have been used for other purposes shall be used for distributing water.
Wherever a check valve is installed in the cold water supply line between the street main and the hot-water tank there shall be installed on the hot-water distributing system a suitable relief valve.
The quality of water supply shall meet the accepted standards of purity and shall be distributed through a piping system independent of any piping system conveying another water supply.

Any person, firm or corporation who shall violate any of the provisions of this article shall, upon conviction, be punishable by a fine of not more than $250 or imprisonment for not more than 15 days, or both. Each day of continuance of an offense shall be considered a separate offense.

Permission for and fees for any larger service to be established by the Board upon application. The Board is hereby authorized to make any changes from time to time as is necessary.
The property owner must apply to the Board for permission to hook into the water/sewer systems and must bear all costs of connection to the systems, and where applicable, must also apply for a permit to dig into a Village road and also bear those associated costs.[1]

The property owner must bear all costs of maintenance and repair of the water/sewer line from the property to the main. The property owner is also responsible for keeping his sewer line clear of any and all obstructions, i.e., tree roots, grease clogs, diapers, etc.
