Applications for permits to construct water from the water system or do plumbing work to be connected therewith must be made in writing by the owner of the property to be serviced, or his authorized agent, to the Clerk of the Village of Tivoli. Such application shall give the precise location of the property, name of the owner and the name of the person employed to do the work and shall be filed in the office of the Village Clerk previous to opening of the trench or commencing the work. No permit shall be deemed to authorize anything not stated in the permit. All applications for permits are to be accompanied by a fee as set forth, from time to time, by resolution of the Board of Trustees. Where service lines are constructed on private premises in their entirety, a fee as set forth, from time to time, by resolution of the Board of Trustees must a accompany application for permit.[1]
