In order to preserve and protect the public
health, safety and welfare and in accordance with the single-family
residential zoning of the Village and pursuant to the provisions of
§ 171 of the Village Law, as amended by c. 537, L. 1952,
and resolution of the Board of Trustees as adopted May 9, 1953, the
use of Village roads is restricted to owners of land within and residents
of the Village and persons lawfully having business with or invited
therein by any such owner or resident.[1]

For this reason it shall be unlawful to hold public
auctions, open houses, shows, garage sales, tag sales, general meetings,
ralleys, sports events or other gatherings or functions which attract
the public-at-large rather than specified preinvited guests. There
shall be no blanket invitations, and it shall be the obligation of
each guest or service contractor to confirm to the Police Department
his authorized invitation on a daily basis.

In addition, no property or roads shall be used for
tours, filming, shows, worship, parties, gatherings, sales, games,
entertainment, lectures or the like where any fee, subscription, rental,
cover charge or admission is levied on attendees for charity, profit
or otherwise, unless prior written permission by the Board of Trustees
is granted.
Sponsors of events involving more than 100 guests
in any one day shall notify the Chief of Police two weeks in advance
to provide for traffic and parking considerations.
Exceptions to this article may be granted on
a per-situation basis upon prior application for and issuance of a
written permit from the Board of Trustees.
