Secondhand dealers — See Ch. 69.
No person, firm or corporation shall solicit for contributions or gifts of any kind through or in any of the streets or public places of the Village of Valley Stream or by going from house to house in said Village, without first having obtained a license as hereinafter described.
Any person, firm or corporation desiring to solicit contributions or gifts in the Village of Valley Stream shall apply, in writing, to the Village Clerk for a license, said application to contain the name or names of the person or persons in charge of said soliciting, the name and address of the charity for which the soliciting will be done and the time during which the soliciting will be carried on.
The Village Clerk shall issue such license, without any fee being paid therefor, to any recognized association or corporation of a religious, educational or charitable nature.

A. 
Any person, firm or corporation violating any of the provisions of this chapter shall be liable to a fine of not exceeding $2,000, and any violation thereof shall constitute and is hereby declared to be disorderly conduct, and any person violating this chapter or any provisions thereof shall be and is hereby declared a disorderly person. In addition to the above stated fine, such person, firm or corporation may be sentenced to up to 15 days in jail.
B. 
The foregoing and all other fines provided for in Chapter 74 may be changed from time to time by the Board of Trustees by resolution.
This chapter shall take effect immediately.
