Any person making, causing to be made or permitting to remain open any excavation immediately adjacent to any street or public grounds in the Village shall erect and maintain, during the period such excavation remains open, proper guardrails and, by night, proper lights around such excavations, to prevent injury to travelers on said street or public grounds.
Each twenty-four-hour noncompliance with the provisions of this article shall be deemed a separate offense and punishable accordingly.
