No person shall use on the streets of the Village loudspeakers, sound amplifiers or other machines or devices which emit sound without first obtaining a permit from the Village Clerk, which permit shall specify the dates and hours that the use of such devices shall be permitted. A fee which shall be as provided from time to time by resolution of the Board of Trustees shall be paid at the time of the making of an application for a permit.
No person shall throw, pitch or bat a ball or in any manner play ball on or in any of the public streets.
The Mayor or Board of Trustees may issue a permit allowing building material to be deposited in any street in the Village for the purpose of erecting and repairing any building upon any lot, provided that such deposit shall leave adequate and safe passage for pedestrians and vehicles, and provided that the person depositing or causing to be deposited such materials shall erect and maintain proper guards and by night, lights around such material so as to prevent injury to travelers. Such permit shall be subject to revocation at any time.
The owners or occupants of properties fronting on street sidewalks of the Village may place and display merchandise in front of their property, such placing not to obstruct the sidewalk for a distance in excess of three feet from the front wall of the building, and such placing shall leave at least five feet of the sidewalk open and unobstructed. The curbstone shall be considered a part of the sidewalk for the purpose of this article. No vehicle shall be left standing on a sidewalk or crosswalk except for the purpose of immediate loading or discharging of load. No person shall ride or drive any animal or vehicle upon any sidewalk in the Village except to cross at a crossing over such sidewalk.
All awnings which are suspended over or near any sidewalk in the Village must be constructed, installed and maintained in a safe and secure manner and leave a clearance of at least seven feet above the sidewalk.[1]
