A. 
Every person shall obey the instructions of official traffic control device applicable thereto placed in accordance with the provisions of this chapter in the manner prescribed by and subject to the exceptions specified in the Vehicle and Traffic Law of the State of New York.
B. 
Every person shall obey any properly posted provision of this chapter applicable thereto in the manner prescribed by this chapter when such obedience is not required by the Vehicle and Traffic Law of the State of New York.
As used in this chapter, the following terms shall have the meanings indicated:
HANDICAPPED PARKING
Parking spaces for the handicapped shall be those parking spaces accorded to a holder of a handicapped parking permit provided in accordance with the New York State Vehicle and Traffic Law.
PARK or PARKING
The standing of a vehicle, whether occupied or not, otherwise than temporarily, for the purpose of and while actually engaged in unloading merchandise or passengers.
STAND or STANDING
The stopping of a vehicle, whether occupied or not, otherwise than temporarily, for the purpose of and while engaged in receiving or discharging passengers.
STOP or STOPPING
When prohibited means any halting even momentarily of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control sign or signal.
The Board of Trustees of the Village of Westfield shall install and maintain traffic control devices when and as required under the provisions of this chapter to make effective the provisions of said chapter and may install and maintain such additional traffic control devices as it may deem necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York subject to the provisions of § 1682 (traffic control devices) of that law.
Thirty miles per hour is hereby established as the maximum speed at which vehicles may proceed within the corporate limits of the Village on all streets except as follows:
A. 
Thirty-five miles per hour is hereby established as the maximum speed at which vehicles may proceed within the corporate limits of the Village on the following streets and portions of streets:
(1) 
East Main Street: US Route 20, between its intersection with the easterly Village line and its intersection with Persons Street.
(2) 
West Main Street: US Route 20, between its intersection with the westerly Village line and the westerly end of the bridge over Chautauqua Creek.
(3) 
South Portage Street: NYS Route 394, between its intersection with the southerly Village line and its intersection with Campbell Street.
B. 
Fifteen miles per hour is hereby established as the maximum speed at which vehicles may proceed within the corporate limits of the Village on the following streets and portions of streets:

(1) 
Chase Street: beginning at its intersection with Route 394, also known as South Portage Street, and ending at its intersection with Water Street.
(2) 
Temple Street: beginning at its intersection with Chestnut Street, also known as Westfield-Sherman Road, and ending as it does already as a dead end approximately 170 feet from its intersection with Chestnut Street.

C. 
Fifteen miles per hour is hereby established as the maximum speed at which vehicles may proceed within the corporate limits of the Village on the following streets and portions of streets and will be designated as a School Zone:

Meyer Drive, between its intersection with US Route 20 (East Main Street) and its intersection with Cass Street.
D. 
Forty miles per hour is hereby established as the maximum speed at which vehicles may proceed within the corporate limits of the Village on the following streets and portions of streets:

North Portage Street, NYS Route 394, between its intersection with the northerly Village line and its intersection with Jefferson Street.
Parking in the streets of the Village of Westfield is prohibited during the months of November, December, January, February and March from the hours of 2:00 a.m. to 6:00 a.m., except Clinton Street, subject to restrictions contained in §§ 146-9 and 146-10 herein.
The following streets and highways are hereby designated as through streets and highways, and stop signs will be placed on all streets and highways intersecting with these streets and highways. All vehicles approaching any of these through streets and highways listed below shall come to a full and complete stop before entering or turning into any of these streets or highways.

The intersection of Elm Street and Third Street is hereby designated a four-way stop intersection. All vehicles approaching any of these intersections shall come to a full and complete stop before entering or turning into any of these streets or highways.
C. 
The intersection of Bliss Street and Union Street is hereby designated a four-way stop intersection. All vehicles approaching any of these intersections shall come to a full and complete stop before entering or turning into any of these streets or highways.

D. 
The intersection of Bliss Street and Spring Street is hereby designated a three-way stop intersection, which, for purposes of this code, shall be treated as a four-way stop intersection. All vehicles approaching any of the intersections shall come to a full and complete stop before entering or turning into any of these streets or highways.

Meyer Drive: from a point approximately 540 feet easterly from the intersection of Cass Street and Meyer Drive to a point approximately 520 feet north of the intersection of East Main Street and Meyer Drive, the intention being to create a one-way section approximately 360 feet in length where the hill is located on Meyer Drive, with traffic proceeding in a southeasterly direction only up the hill.
D. 
A portion of the following street is designated as a one-way street, traffic to go in a northerly direction only:
