Academy Street: easterly side between a point 200 feet south of the intersection with East Main Street and a point 321 feet south therefrom.
(5) 
Franklin Street: westerly side between a point 30 feet north of the intersection with Jefferson Street and 70 feet north therefrom, between the hours of 9:00 a.m. and 1:00 p.m.

B. 
The parking of vehicles in any of the following locations is hereby restricted to 15 minutes:

East Main Street: southerly side between a point 28 feet east of the intersection of Elm Street and a point 47 feet easterly therefrom.
C. 
The parking of vehicles in any of the following locations is hereby restricted to a maximum of 30 minutes between the hours of 8:00 a.m. and 8:00 p.m., except Sundays and holidays:
(1) 
Market Street: westerly side between a point 20 feet north of East Main Street and a point 81 feet north therefrom.
D. 
The parking of vehicles in any of the following locations is hereby restricted to a maximum of 30 minutes between the hours of 8:00 a.m. and 6:00 p.m., except Saturdays, Sundays and holidays:
(1) 
South Portage Street: westerly side between a point 274 feet south of West Main Street and the south line of the Patterson Library property.
(2) 
Elm Street: easterly side from the north line of the Eason Hall property to the south line of Eason Hall property.
(3) 
McClurg Street: northerly side between a point 35 feet east of the intersection with South Portage Street and a point 88 feet east therefrom.
(4) 
East Main Street: northerly side between a point 56 feet west of the westerly curbline of Pearl Street and a point 100 feet west therefrom.
E. 
The parking of vehicles in any of the following locations is hereby restricted to a maximum of two hours between the hours of 8:00 a.m. and 6:00 p.m., except Saturdays, Sundays and holidays:
(1) 
South Portage Street: westerly side between a point 47 feet south of West Main Street and a point 245 feet south therefrom.
(2) 
South Portage Street: easterly side between a point 100 feet south of East Main Street and a point 35 feet north of McClurg Street, except on Sundays between 10:00 a.m. and 2:00 p.m. The area 125 feet north of McClurg Street to a point 175 feet north of McClurg Street shall be a no standing zone designated for the purposes of discharging passengers.
(3) 
North Portage Street: easterly side between a point 110 feet north of East Main Street and a point 55 feet south of Clinton Street.
(4) 
East Main Street: southerly side between:
(a) 
A point 22 feet east of South Portage Street to a point 35 feet west of Elm Street.
(b) 
A point 90 feet east of Elm Street to a point 234 feet east of Elm Street and a point 115 feet west of Union Street to a point 35 feet west of Union Street.

Municipal parking lots: Municipal parking lots bounded by Market Street, Clinton Street, North Portage Street and East Main Street:
(a) 
Clinton Street Parking Lot: starting at a point at the southerly edge of the sidewalk on the southerly side of Clinton Street thence continuing southerly 172 feet along the westerly side of the center railing to the end point of said railing.
(b) 
Market Street Parking Lot: starting at a point located on the southerly side of the center railing approximately 27 feet west of the westerly edge of the sidewalk on the west side of Market Street, thence continuing in a generally westerly direction along the southerly side of the center railing to a point approximately 189 feet from point of beginning.
(9) 
South Portage Street, easterly side:
(a) 
A point 35 feet south of the intersection of McClurg Street to a point 35 feet north of the intersection of First Street.
F. 
Municipal parking lots. With the exception of the Market Street and Clinton Street parking lots as set out in Subsection E(8)(a) and (b) above, the overnight parking of vehicles in any municipally owned parking lot (Market Street, Clinton Street and Elm Street) is hereby restricted to the designated area marked as overnight parking. Overnight parking in any municipally owned parking lot (Market Street, Clinton Street and Elm Street) will be considered as the hours between 2:00 a.m. and 6:00 a.m., Monday through Sunday, from November 1 to March 31. The designated area marked as overnight parking will be as follows:

(1) 
Clinton Street parking lot: starting at a point located on the easterly side of the center railing approximately 10 feet north of the most southern end of the center rail, thence continuing in a generally northerly direction along the easterly side of the center railing to a point approximately 60 feet from point of beginning; this will be considered as six parking spaces total.
(2) 
Market Street parking lot: starting at a point located on the northerly side of the center railing approximately 10 feet west of the westerly edge of the sidewalk on the west side of Market Street, thence continuing in a generally westerly direction along the northerly side of the center railing to a point approximately 60 feet from point of beginning; this will be considered as six parking spaces.
(3) 
Elm Street parking lot: starting at a point located on the southerly side of the center railing approximately 10 feet east of the easterly edge of the sidewalk on the east side of Elm Street, thence continuing in a generally easterly direction along the southerly side of the center railing to a point approximately 30 feet from point of beginning; this will be considered as three parking spaces.
G. 
The parking of vehicles in the following locations during the months of November, December, January, February and March of each year is hereby restricted to the southerly side of each designated location from 2:00 a.m. to 6:00 a.m. local time on any even-numbered calendar day and to the northerly side of each designated location from 2:00 a.m. to 6:00 a.m. local time on any odd-numbered calendar day:
(1) 
Clinton Street:
(a) 
As to the southerly side of Clinton Street from the intersection of the easterly line of Market Street easterly to the westerly line of Pearl Street.
(b) 
As to the northerly side of Clinton Street, from a point on the northerly side of Clinton Street where the easterly line of Market Street extended northerly intersects said point, then easterly to the westerly line of Pearl Street.
H. 
Handicapped parking. Stopping, standing or parking shall be prohibited in the following designated locations except for vehicles registered pursuant to § 404-a of the Vehicle and Traffic Law (registration of motor vehicles of severely disabled persons) and for vehicles that comply with § 1203-a of the Vehicle and Traffic Law (parking permits for handicapped persons):
(1) 
East Main Street: on the southerly side of East Main Street between a point 176 feet east of the east curbline of South Portage Street and a point 197 feet east of the curbline of South Portage Street.
(2) 
East Main Street: on the northerly side of East Main Street between a point 151 feet east of the easterly curbline of Market Street and a point 172 feet east of the easterly curbline of Market Street.
(3) 
East Main Street: on the northerly side of east Main Street between a point 141 feet west of the westerly curbline of Market Street.
(4) 
East Main Street: on the southerly side of East Main Street between a point 34 feet west of the westerly curbline of Union Street and a point 54 feet west of the westerly curbline of Union Street.

(5) 
South Portage Street: on the westerly side of South Portage Street between a point 155 feet south of the southerly curbline of West Main Street and a point 177 feet south of the southerly curbline of West Main Street.
(6) 
South Portage Street: on the westerly side of South Portage Street between a point 345 feet south of the southerly curbline of West Main Street and a point 367 feet south of the southerly curbline of West Main Street.
(7) 
Elm Street: on the easterly side of Elm Street between a point 30 feet south of the southerly curbline of East Main Street and a point 49 feet south of the southerly curbline of East Main Street.
(8) 
Elm Street Municipal Parking Lot: on the northwest corner of the parking lot, adjacent to Elm Street, between a point starting at the west edge of the lot barricade and a point 27 feet east of the west edge. The area between these points shall be designated as two handicapped parking spots.
(9) 
Market Street Municipal Parking Lot: on the northeast corner of the southern lot barricade, adjacent to Market Street, between a point starting at the east edge of the lot barricade to a point 27 feet west of the east edge. The area between these points shall be designated as two handicapped parking spots.
(10) 
Clinton Street Municipal Parking Lot: on the northeast corner of the parking lot, adjacent to Clinton Street, between a point starting at the north edge of the lot barricade and a point 27 feet south of the north edge. The area between these points shall be designated as two handicapped parking spots.
(11) 
Market Street: on the westerly side of Market Street between a point 31 feet north of the northerly curbline of Main Street and a point 53 feet north of the northerly curbline of Main Street.

(12) 
East Pearl Street: on the westerly side of East Pearl Street between a point 353 feet north of the northerly edge of Jefferson Street and a point 393 feet north of the northerly edge of Jefferson Street. The area between these points should be designated as two handicapped parking spots.

I. 
Alternate parking. The parking of vehicles in the following locations is hereby restricted to the westerly side of each designated location from 10:00 a.m. local time on any even-numbered calendar day to 10:00 a.m. local time of the next following day, and on the easterly side of each designated location from 10:00 a.m. local time on any odd-numbered calendar day to 10:00 a.m. local time of the next following day:
(1) 
Union Street: from the intersection of McClurg Street, Bell Parkway and Union Street southerly to the intersection of Second Street and Union Street.
(2) 
Cottage Street: from the intersection of East Main Street and Cottage Street southerly to the intersection of Bank Street and Cottage Street.[1]

Angle parking is hereby allowed at the following locations:
A. 
Kent Street: northerly side between a point 35 feet east of Union Street and a point 225 feet east therefrom.
The parking of vehicles is hereby prohibited in or on the following described alleys for the purpose of providing lanes for the passage of fire equipment:
A. 
The east-west alley with a terminus at the east side of North Portage Street, which alley runs generally east and west and parallel to Main Street and with another terminus at the west side of Market Street.
B. 
The north-south alley with a terminus at the south side of Clinton Street, which alley runs generally north and south and parallel to North Portage Street and with another terminus at the north side of the previously described alleys.
