Whenever a violation of this chapter occurs,
any person may file a complaint in regard thereto. All such complaints
must be in writing and shall be filed with the Zoning Enforcement
Officer, who shall properly record such complaint and immediately
investigate and report thereon. The Zoning Officer, upon completion
of his investigation, shall file a report with the Village Clerk.

The general agent, architect, building contractor,
owner, or tenant, or any other person who commits or takes part or
assists in any violation of this Zoning Law, or who maintains any
building or land in or on which any violation of this Zoning Law shall
exist, shall be deemed guilty of an offense, punishable for each and
every violation by a fine of not less than $100 and not to exceed
$500, or by imprisonment not to exceed 30 days, or both. Each day's
continued violation shall constitute a separate additional violation.
