The Town Board shall identify at its first meeting in September of each year what lands, if any, owned by the Town are available for farming by Town residents.
A list of any land available for farming shall be posted in the Town Hall for a period of not less than 10 days.
Any agricultural residents of the Town of Wheatfield interested in utilizing such lands for farming shall notify the Town Clerk of their desire to farm particular parcels.
In the event that more than one person is interested in farming any one particular parcel, a lottery shall be held at the first meeting of the Wheatfield Town Board in October.
Proper crop rotation shall be practiced on all Town lands, and the Town Board shall identify the crops which may be planted on particular parcels. After four years, the land shall be seeded to alfalfa, clover or legumes, and the successful applicant shall be entitled to harvest these crops for four years.
The applicant shall use proper weed control so that any crop may be planted in the following year.
The Town of Wheatfield may terminate the applicant's right to use the land at any time upon 30 days' written notice, and the applicant shall have no claim against the Town, including any claim for crops planted.
There shall be no charge for the use of Town land for farming proposed by Town of Wheatfield residents.
Any successful applicant shall furnish a certificate of insurance to the Town naming the Town as an additional insured on the farmer's liability policy in an amount of not less than $500,000.
