A. 
The loading and unloading of goods, wares and merchandise is hereby restricted to such length of time as is absolutely necessary for the purpose of loading or unloading of such goods, wares and merchandise. For the purpose of enforcement of this section, such loading or unloading of any vehicle shall not be considered as parking; provided, without having first obtained permission from the Chief of Police to do so, no person shall load or unload a vehicle from any place upon any street or alley in the Borough where parking is prohibited; or shall allow a vehicle to remain, for loading or unloading, in any place upon any street or alley where parking is limited as to time, for longer than the time for which parking is permitted; or shall load or unload upon any street or alley in such a way that one lane for vehicular traffic shall not be kept open at all times. Where such permission is granted by the Chief of Police, he may, at his discretion, block off the portion of the street or alley affected by such loading or unloading.
B. 
The following are hereby established as loading and unloading zones, and no vehicle shall be parked there at any time, except for the purpose of loading or unloading such a vehicle:

(1) 
On W. Baltimore Street, a distance beginning 170 feet from the face of curb from the intersection of W. Baltimore St. and N. Carlisle St., extending 190 feet.
A. 
Only angle parking shall be permitted on the following portions of the streets:

B. 
On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
A. 
Wherever a particular parking space shall be lined or marked off on any street or alley or upon the adjacent curb, every vehicle parked shall be parked within the lines marking such parking space. All vehicles parked on streets or alleys whether parking spaces are marked or not shall be parked only in the direction of the permitted traffic flow.
B. 
Parking shall be prohibited at all times by any vehicle which in any way will block the intersection of any street or alley or the entrance or exit of any street or alley. Parking shall at all times be prohibited within the painted line area adjacent to any fire hydrant or within 15 feet of any fire hydrant, whichever is of greater distance; within the painted line area marking the permissible distance to park from any intersection in any area where erected signs or painted lines indicate a "No Parking" area; in any manner so as to block any private or public driveway or accessway to a parking lot or parking facility or other facility of the Borough.

C. 
Parking on a sidewalk or curb at any time by any vehicle shall be prohibited at all times. Parking shall be prohibited at all times within 20 feet of a crosswalk; within 30 feet of a stop sign, yield sign or a traffic signal; and on private property which has been posted by the property owner.

D. 
No vehicle shall be parked or standing upon a two-way roadway or thoroughfare with the right-hand wheels in excess of 12 inches from the right-hand curb or, in the absence of a curb, as close as practicable to the right edge of the right-hand shoulder.

B. 
For street sweeping purposes, parking will be prohibited on certain streets at certain times according to a schedule which will be published in a local newspaper and posted at prominent locations in the Borough.

It shall be unlawful to park any vehicle or allow the same to remain parked for more than the indicated length of time in any of the following locations:

No person shall park any truck of the weight classification of the Commonwealth of Pennsylvania of V-plate capacity or heavier, or any tractor or trailer, or tractor-trailer combination, or allow the same to remain parked, on any street or alley in the Borough of Greencastle, for a period longer than 30 minutes.
The parking of any motor vehicle, tractor or trailer, or combination thereof, upon streets and highways of the Borough for repairs, whether upon the traveled or untraveled portion thereof, shall be temporary only and limited to times for emergency repairs. This section shall not be construed to permit parking for repairs at locations where parking is otherwise prohibited.
It shall be unlawful for any person to park a trailer (which shall mean a vehicle without motive power, designed to carry property of passengers or designed and used exclusively for living quarters wholly on its own structure, and to be drawn by a motor vehicle or tractor and including, but not limited to, house trailers, boat trailers, and rental handling trailers), upon any street or highway in the Borough, without having attached to such trailer a means of mechanical traction constructed or designed for the purpose of drawing such trailer.

A. 
Parking violations. Unless otherwise provided for in this article, any person violating the provisions of this article shall be guilty of a summary offense and shall, upon conviction, be sentenced to pay a fine in the amount of $50 and costs of prosecution (court costs and reasonable attorney fees) and if such violation is a violation of the Vehicle Code of the Commonwealth of Pennsylvania, the penalty shall be in accordance with the Motor Vehicle Code of the Commonwealth of Pennsylvania, Sections 3353(e) and 3354(f), as 75 Pa.C.S.A. §§ 3353(e) and 3354(f), as amended from time to time. Provided, however, that any person accused of such violation by notice placed on the vehicle by a police officer or meter attendant may settle and compromise the claim against him or her for such parking violation by paying to the Borough the sums set forth below within 72 hours after the placement of such notice on the vehicle:
(1) 
The sum of $15 for the following violations:
(a) 
Parking a motor vehicle on a sidewalk;
(b) 
Parking in front of, or blocking, a public or private driveway entrance;
(c) 
Parking within 20 feet of a crosswalk;
(d) 
Parking within 30 feet of a stop sign, yield sign or a traffic signal;
(e) 
Parking any place where official signs prohibit parking; and
(f) 
Parking with the vehicle's right-side wheels in excess of 12 inches of the right-side curb;
(2) 
The sum of $25 for the following violations:
(a) 
Parking within 15 feet of a fire hydrant or within the painted lines adjacent to a fire hydrant; and
(b) 
Parking or unattended vehicle on private property when posted by the property owner.
B. 
Presumption of liability. The fact that a motor vehicle which is illegally parked is registered in the name of a person shall be considered prima facie proof that such person was in control of the motor vehicle at the time of such parking.

A. 
Handicapped parking spaces are hereby created in the Borough of Greencastle, Franklin County, Pennsylvania at the following locations:
(1) 
Beginning at a point on the west side of South Ridge Avenue which is 565 feet north of the intersection of Leitersburg Street and South Ridge Avenue and continuing in a northerly direction for a distance of 20 feet.
(2) 
Beginning at a point on the north side of West Dahlgren Street which is 167 feet east of the intersection of West Dahlgren Street and South Jefferson Street and continuing in an easterly direction for a distance of 20 feet.
(3) 
Beginning at a point on the north side of West Dahlgren Street which is 142 feet east of the intersection of West Dahlgren Street and South Jefferson Street and continuing in an easterly direction for a distance of 20 feet.
(4) 
Beginning at a point on the east side of South Jefferson Street which is 51 feet north of the intersection of South Jefferson Street and West Dahlgren Street and continuing in a southerly direction for a distance of 20 feet.
(5) 
Beginning at a point on the west side of North Carlisle Street which is 58 feet south of the intersection of North Carlisle Street and Mifflin Lane and continuing in a northerly direction for 20 feet.
(6) 
Beginning at a point on the west side of North Carlisle Street which is 224 feet north of the intersection of North Carlisle Street and West Madison Street and continuing in a northerly direction for 20 feet.
(7) 
Beginning at a point on the east side of South Ridge Avenue, which is 60 feet south of the intersection of South Ridge Avenue and East Baltimore Street, and continuing in a southerly direction a distance of 20 feet.
(8) 
On Sunday only: beginning at a point on the north side of Tyrone Street which is 335 feet east of the intersection of Tyrone Street and North Allison Street and continuing in an easterly direction 20 feet.
(9) 
Beginning at a point on the east side of North Washington Street, which is 50 feet north of the intersection of North Washington Street and East Baltimore Street, and continuing in a northerly direction a distance of 20 feet.
(10) 
Saturday and Sunday only: beginning at a point on the west side of North Washington Street, which is 42 feet north of the intersection of North Washington Street and East Madison Street, and continuing in a northerly direction a distance of 20 feet.
(11) 
Saturday and Sunday only: beginning at a point on the west side of North Washington Street, which is 60 feet north of the intersection of North Washington Street and East Madison Street, and continuing in a northerly direction a distance of 20 feet.
(12) 
Beginning at a point on the north side of East Baltimore Street, which is five feet west of the intersection of East Baltimore Street and Cedar Lane (an alley), and continuing in a westerly direction a distance of 20 feet.
(13) 
Handicapped loading and unloading zone: beginning at a point on the north side of East Baltimore Street, which is 60 feet east of the intersection of East Baltimore Street and Washington Street, and continuing in an easterly direction a distance of 20 feet.
(14) 
Sunday only: beginning at a point on the east side of South Jefferson Street, said point being located 54 feet south from the intersection of South Jefferson Street and W. Baltimore Street, and continuing in a southerly direction for a distance of 20 feet.
(15) 
Beginning at a point on the western side of Church Lane, said point being located 160 feet north from the intersection of Church Lane and East Baltimore Street and continuing in a northerly direction for a distance of 20 feet.
(16) 
Beginning at a point on the western side of Church Lane, said point being located 196.5 feet north from the intersection of Church Lane and East Baltimore Street and continuing in a northerly direction for a distance of 20 feet.
(17) 
Beginning at a point on the east side of South Carlisle Street, which is 73 feet north of the intersection with Franklin Street, and continuing in a northerly direction for a distance of 20 feet.
(18) 
Beginning at a point on the west side of North Carlisle Street, which is 120 feet north of the center of the traffic island on Center Square at Baltimore and Carlisle Streets, and continuing in a northerly direction for a distance of 20 feet.
(19) 
Beginning at a point on the east side of South Carlisle Street, which is 186 feet south of the intersection of Dahlgren Street and South Carlisle Street, and continuing in a southerly direction for a distance of 20 feet.

Beginning at a point on the south side of East Baltimore Street, which is 30 feet west of South Cedar Line and continuing in a west direction for a distance of 20 feet.

B. 
It shall be unlawful and a violation of this section for any person to park in the spaces created in Subsection A, supra, unless the vehicle parked therein bears or displays either a "handicapped registration plate," a "handicapped parking placard," a "disabled veteran registration plate," or a "disabled veteran placard."
C. 
Official signs giving notice of the provisions of this section shall be erected in accordance with the Vehicle Code, and applicable rules and regulations relating thereto.
D. 
Any person or persons, firm or corporation violating the provisions of this section shall be subject to prosecution in accordance with the Vehicle Code, 75 Pa.C.S.A. § 101 et seq., as amended, together with costs of prosecution for each offense and costs and penalties as collected in accordance with any and all applicable laws.
