There is hereby established the Jenkintown Borough Recreation Board to consist of seven to twelve residents of the Borough of Jenkintown or persons who are employed by an entity located in the Borough of Jenkintown. Two persons shall be appointed by a majority vote of the Jenkintown School Board, and the remaining members shall be appointed by a majority vote of Borough Council.

The Borough Council shall appoint one-half of the members to a term of three years and one-half of the members to a term of two years. The School Board shall appoint one member for a term of three years and one member for a term of two years. Upon the expiration of the term of any Recreation Board member, a successor shall be appointed by Borough Council to serve a three-year term or appointed by the School Board if the term expiring is one to which the School Board made the original appointment. Vacancies on the Recreation Board shall be filled by Borough Council for the remainder of the unexpired term or by the School Board if the vacancy is that of a member originally appointed by the School Board. Members of the Jenkintown Borough Recreation Board shall serve without pay.
A. 
The Recreation Board shall have the authority and duty to supervise and maintain such recreation places within the Borough or under the control of the Borough as may be entrusted to it. Such recreation places may include public parks, parkways, playgrounds, playfields, swimming pools, public baths, bathing places, indoor recreation centers and gymnasiums.
B. 
Such Board shall have the duty to establish policies for recreation within the Borough of Jenkintown consonant with the Borough plan of recreation and parks.
C. 
On or before November 1 each year, the Board shall establish a budget and present same to Borough Council for its approval. The Board shall receive funds, authorize and make expenditures in conformity with the approved budget and shall make a true and correct accounting of all funds coming into its possession.
D. 
The Board shall employ such staff for the proper performance of its functions in maintaining the recreation program as it shall deem necessary.
E. 
On or before October 15 of each year, the Recreation Board shall furnish to Borough Council and to the School Board an annual report of its activities for the preceding year.
The Board shall elect from its members a Chairman, Secretary and Treasurer, shall organize itself with such rules and regulations governing its procedures as it shall deem appropriate, and shall establish such committees as may be necessary for the proper performance of its functions hereunder.
