The Borough of Kutztown is hereby authorized to execute and deliver to the Secretary of Labor and Industry of the Commonwealth of Pennsylvania (hereinafter referred to as the "State Agency") a plan and agreement, required under Section 6 of the Act No. 491 of the 1951 session of the General Assembly of the Commonwealth of Pennsylvania and the Social Security Act, to extend coverage to all full-time and part-time employees of the Borough of Kutztown, excepting, however, policemen and police officers, and to do all other necessary things to effectuate coverage of such full-time and part-time employees, excepting policemen and police officers, under the old-age and survivors insurance system.
The Secretary of the Borough is hereby authorized and directed to establish a system of payroll deductions to be matched by payments by the Borough of Kutztown to be made into the Contribution Fund of the Social Security Act through the office of the State Agency and to make charges of this tax to the fund from which wage or salary payments are issued to said full-time and part-time employees of the Borough of Kutztown, such payments to be made in accordance with the provisions of the law and regulations promulgated by the State Agency and the Federal Security Administrator.
Appropriation is hereby made from the proper fund or funds of the Borough of Kutztown of the necessary amount to pay into the Contribution Fund as provided in Section 4 of the Enabling Act[1] and in accordance with the plan and agreement.

The President and Secretary of Council are hereby authorized and directed to enter into and execute the plan and agreement with the State Agency, which agreement shall be in accordance with Act No. 491 and in accordance with Section 218 of the Social Security Act, such plan and agreement to provide that the participation of the Borough of Kutztown shall commence as of July 1, 1952.
