The office of Township Manager is hereby created by the Board of Commissioners, subject to the right of the Board, by ordinance, at any time to abolish such office.

The Manager shall be appointed by a majority vote of all the members of the Board of Commissioners, and he shall serve until the first Monday of January of the even-numbered year succeeding his appointment or until his successor is appointed and qualifies for office. In the event of a vacancy, the Board shall appoint a replacement by a majority vote of all its members for the unexpired term. The Manager is an at-will employee. The Manager may be removed at any time by a majority vote of all the members of the Board. At least 30 days before such removal becomes effective, the Board shall furnish the Manager with a written statement setting forth their intentions to remove him and the reasons therefor.

The Township Manager shall be chosen solely on the basis of his executive and administrative abilities, with special reference to his actual experience in or his knowledge of accepted practices in respect to the duties of the office as herein outlined. The Township Manager need not be a resident of the Township.

Before entering upon his duties, the Manager shall give a bond to the Township with a bonding company as surety, subject to approval by the Board of Commissioners, in the sum of $5,000 or such other amount as may be specified by the First Class Township Code[1] conditioned for the faithful performance of his duties, premium for the bond to be paid by the Township. The Manager may be included in and covered by any comprehensive bond now or hereafter in force or effect for all Township employees in the aforesaid amount.

A. 
The Manager shall be the chief administrative officer of the Township and shall be responsible to the Board of Commissioners as a whole for the proper and efficient administration of the affairs of the Township. His powers and duties shall relate to the general management of all Township business not expressly by statute or ordinance imposed or conferred upon other Township officers. The Board is hereby authorized to delegate to the Manager, subject to change by written notification at any time, any of its nonlegislative and nonjudicial powers and duties. Subject to change by ordinance of the Board, the powers and duties of the Manager shall include the following:
(1) 
Supervise and be responsible for the activities of all municipal departments except the Police Department and such other departments the supervision of which have not been delegated to the Manager by the Board.
(2) 
Notify the Board of any vacancy in employment under his supervision and hire such employees as are qualified to fill such vacancy. When necessary for the good of the service, he shall suspend any employee under his supervision and shall report, at the next meeting thereafter of the Board, such suspension. Persons covered by the civil service provisions of the First Class Township Code[1] shall be hired, suspended or discharged in accordance with such Code.

(3) 
Prepare and submit to the Board before the close of each fiscal year, or on such alternate date as the Board shall determine, a budget for the next fiscal year and an explanatory budget message. In preparing the budget the Manager, or an officer designated by him, shall obtain from the head of each department, agency, board or officer, estimates of revenues and expenditures and other supporting data as he shall request. The Manager shall review such estimates and may revise them before submitting the budget to the Board.
(4) 
Be responsible for the administration of the budget after its adoption by the Board.
(5) 
Hold such other Township offices or head one or more of the municipal departments as the Board may from time to time direct including, but not limited to Township Secretary.
(6) 
Attend all meetings of the Board and its committees with the right to take part in the discussion and he shall receive notice of all special meetings of the Board or its committees.
(7) 
Prepare the agenda for each meeting of the Board and supply facts pertaining thereto.
(8) 
Keep the Board informed as to the conduct of Township affairs, submit periodic reports on the condition of the Township's finances and such other reports as the Board requests and make such recommendations to the Board that he deems necessary or appropriate.
(9) 
Submit to the Board, as soon as possible after the close of the fiscal year, a complete report on the financial and administrative activities of the Township for the preceding fiscal year.
(10) 
See that the provisions of all franchises, leases, permits and privileges granted by the Township are observed.
(11) 
Under the direction of the Board, execute and enforce the laws of the commonwealth and the ordinances, resolutions and bylaws of the Township, except where such powers and duties have been delegated by the Board to other officers of the Township.
(12) 
Employ, by and with approval of the Board, experts and consultants to perform work and to advise in connection with any of the functions of the Township.
(13) 
Attend to the letting of contracts, with prior approval of the majority of the Board, in due form of law, and he shall supervise the performance and faithful execution of the same except insofar as such duties are expressly imposed upon some other Township office by statute or ordinances.
(14) 
See that all money owed the Township is properly paid and the proper proceedings are taken for the security and collection of all the Township's claims.
(15) 
Be the purchasing officer of the Township. He shall purchase, in accordance with the provisions of the First Class Township Code (53 P.S. § 55101 et seq.), all supplies and equipment for the various agencies, boards, departments and other offices of the Township. Prior approval of a majority of the Board shall be obtained for capital purchases exceeding $10,000. He shall keep an account of all purchases and shall, from time to time or when directed by the Board, make a full written report thereof. He shall also issue rules and regulations subject to the approval of the Board governing the requisition and purchasing of all Township supplies and equipment. Notwithstanding anything contained herein to the contrary, the Manager shall not have the power and authority to make purchases or to enter into contracts where, according to the First Class Township Code, advertising is required, except with the prior approval of a majority of the Board.

(16) 
Cooperate with the Board at all times in all matters so that the best interest of the Township and of the general public may be maintained.
B. 
All complaints regarding services or personnel of the Township shall be referred to the Manager, except in cases otherwise authorized by law or by contract. He or an officer designated by him shall investigate and dispose of such complaints, and the Manager shall report thereon to the Board.
If the Manager becomes ill or needs to be absent from the Township he shall designate one qualified member of his staff to perform the duties of the Manager during his absence or disability. The person so designated shall not perform such duties for a period longer than two weeks without the prior approval of a majority of the Board of Commissioners.

The Township Manager shall receive compensation in the amount of $130,560 per annum for his services as Township Manager, effective January 1, 2023.
