A. 
The provisions of this chapter are the minimum standards for the protection of the public welfare. The Township reserves the right to modify or extend them as may be necessary in the public interest.
B. 
When, due to the peculiar conditions pertaining to the land in question, the literal compliance with mandatory provisions of this chapter is shown to the satisfaction of the Board of Supervisors to be unreasonable, to cause undue hardship or when an alternative standard can be demonstrated to provide equal or better results, the Board of Supervisors may grant a modification or waiver. The modification or waiver shall not be contrary to the public interest, and the purpose and intent of this chapter shall be observed. In granting modifications, the Supervisors may impose such conditions as will, in its judgment, substantially secure the objectives of the standards or requirements so modified.
C. 
All requests for a modification shall be in writing and shall accompany and be a part of the application for development. The request shall state in full the grounds and facts of unreasonableness or hardship on which the request is based, the provision or provisions of the ordinance involved and the minimum modification necessary.
D. 
The request for modification may be referred to the Planning Commission for advisory comments.
E. 
The Township shall keep a written record of all action on all requests for modifications.
The Township shall keep a record of the findings, decisions and recommendations of the Engineer, Planning Commission and Board of Supervisors relative to all subdivision and land development plans filed with it for review or approval.
Reimbursement for any engineering, legal or service expense incurred in behalf of the developer shall be paid by the developer to the Township in full within 30 days from the date of invoice rendered. Failure to make such payment shall give the Township the right to cease processing any proposed plans or, if work had commenced, to issue stop-work orders or recall any building permits and hold in abeyance any additional building permits that may be requested; such restrictions to apply only to the development for which payment is in arrears.
