The Board of Trustees of the Village of Lynbrook hereby finds that
bona fide religious, charitable, educational, fraternal, volunteer
fireman and veterans organizations within the village have a need,
from time to time, for raising funds for their lawful purposes, and
that limited games of chance as regulated by the New York State Racing
And Wagering Board constitute a useful mode of such fundraising, which,
as regulated by law, provides safe entertainment to members of the
public.

The Board also finds that, pursuant to the General Municipal Law
of the State of New York, the Town of Hempstead has adopted Chapter
104, entitled "Games of Chance," which provides rigid regulations
in its licensing, control and supervision of such games of chance
to prevent any form of commercialized or criminal gambling and to
protect the interests and welfare of members of the public.

The Board also finds that the General Municipal Law provides for
the authority of a village to enact a local law, subject to permissive
referendum, authorizing the issuance of licenses for games of chance
by the town within this village.
The Town of Hempstead is hereby authorized to issue licenses
to a bona fide religious, charitable, educational, fraternal, volunteer
fireman or veterans organization for games of chance specified in
the Code of the Town of Hempstead within this village.
Any person who operates games of chance without a license as
required is guilty of a misdemeanor.
