The Township Committee shall exercise the legislative and executive functions necessary to the existence and welfare of the Township.

The Township Committee shall fix the schedule of regular meetings of the Township Committee at its annual meeting.

The Township Committee shall appoint, from its own membership, standing committees to have general cognizance and supervision over the principal subjects of municipal jurisdiction. Said standing committees shall be designated by and appointments thereto shall be made by the Chairperson of the Township Committee.

At its annual meeting, the Township Committee shall elect one of its number as Chairperson of the Township Committee. The Chairperson of the Township Committee shall preside at all meetings of the Committee and shall be known as the "Mayor" of the Township. The Mayor shall have no additional authority by virtue of such designation, except as otherwise provided by law.

At its annual meeting, the Township Committee shall elect one of its number as Deputy Chairperson of the Township Committee. The Deputy Chairperson of the Township Committee shall preside at all meetings of the Committee in the absence of the Chairperson and shall be known as the "Deputy Mayor" of the Township. The Deputy Mayor shall have no additional authority by virtue of such designation, except as otherwise provided by law.

The Township Committee shall appoint such advisory boards, commissions and committees as are required by the statutes and as it may deem necessary for the best conduct of municipal affairs.
B. 
Such bodies may include private citizens, Township officials or members of the Township Committee. Except as required by statutes, the qualifications for membership, terms of office and scope of duties shall be as defined by the Township Committee.
C. 
Members of advisory boards shall serve without compensation.

The Township government shall, in addition to the Township Committee, consist of the offices, departments, boards, commissions and other bodies and appointive positions provided for in this chapter or otherwise required or authorized pursuant to statute or other ordinances of the Township.

The municipal offices shall be open for business as set forth by the Township Committee. The office hours for the Department of Public Works are between 7:30 a.m. and 4:00 p.m., except on Saturdays, Sundays, and legal holidays.

Heads of departments and offices shall be alert to promote compliance with all Township ordinances coming within the scope of their jurisdiction by reporting violations to the Police Department, whose duty to enforce all ordinances is primary.
B. 
Heads of departments and offices shall, as provided by Chapter 19 of this Code, maintain a record of the number of days of vacation, sick leave and other absences for each employee. They shall approve the payment vouchers for all material purchased by them or their subordinates.

The Township Clerk, Treasurer, Tax Collector and Judge of the Municipal Court, before entering upon the duties of their respective office or position, shall execute and deliver to the Township a corporate surety bond conditioned for the true and faithful performance of their duties in a sum fixed by resolution of the Township Committee.
B. 
All other officials and employees shall be covered by a blanket bond for a three-year period. All premiums shall be payable by the Township.
C. 
All bonds shall be filed with the Municipal Clerk, except the bond of the Clerk, which shall be filed with the Treasurer.
All moneys, including moneys collected from taxation and from fees prescribed by ordinance, received from any source by or on behalf of the Township shall be paid to the Township Treasurer in accordance with the provisions of N.J.S.A. 40A:5-5.
