There is hereby created, pursuant to N.J.S.A. 40A:9-136, the office of Township Administrator to provide liaison between the Mayor and members of the Township Committee and the various departments, offices, officials and employees of the Township and to assist the Mayor and members of the Township Committee in the administration of the business of the Township and, in addition, to perform the following duties:
A. 
Supervise the administration of all departments, officers, employees and agents of the Township.
B. 
Direct the finances, the preparation of the budget and the compilation and analysis of budget costs and estimates; the maintenance of sound personnel policies and administrative practices; and the purchase of materials, supplies and equipment to be furnished and work and labor to be performed for the Township.
C. 
Attend all executive, special and regular meetings of the Township Committee and perform such other duties as the Township Committee may prescribe.
D. 
Study the governmental and administrative operations of the needs of the Township government and prepare and recommend to the Township Committee the necessary and desirable plans and programs with respect thereto.
E. 
Prepare agendas for and arrange meetings of the governing body and implement actions of the Mayor and Township Committee by correspondence, review of minutes, personal conferences and administrative direction.
F. 
Perform such other duties as may be specifically assigned by the Mayor and members of the Township Committee from time to time.

The Township Administrator, who need not be a resident of the Township of Cranford, shall be appointed by a majority vote of the Township Committee. The term of office of the Township Administrator shall be at the pleasure of the Township Committee.
The Township Administrator may be removed by a two-thirds vote of the Township Committee by resolution, and such resolution of removal shall become effective three months after its adoption. Such resolution may provide that it shall have immediate effect, provided that the Township Committee shall cause to be paid to the Township Administrator forthwith any unpaid balance of his salary and his salary for the next three months following the adoption of such resolution.

The Township Administrator shall, under the supervision and control of the Township Committee, be the chief administrative officer of the Township and shall be responsible to the Township Committee as a whole for the proper and efficient administration of the business of the Township. The Administrator's duties and responsibilities shall relate to the general management of all Township business, except those duties and responsibilities conferred upon other Township officials by applicable laws, rules and regulations, judicial authority, or Township ordinance. As the chief administrative officer of the Township, the Administrator shall:
A. 
Supervise and direct the business activities and function of all departments and employees of the Township and may delegate to any department head or Township employee such duties as the Administrator may deem necessary for the effective administration of Township business.
B. 
Recommend to the Township Committee, for its consideration and possible action, policies that the Administrator thinks are in the best interests of the Township.
C. 
Provide information and analysis to the Committee in connection with its policy development, and implement policies established by the Township Committee.
D. 
Keep the Township Committee informed as to the conduct of Township affairs and submit periodic reports, either in writing or orally, on the work of departments and officials and such other reports, either in writing or orally, as the Township Committee may request.
E. 
With the Finance Commissioner and Chief Financial Officer, prepare and submit to the Township Committee, not later than January 31, a proposed operating budget for the fiscal year and an explanatory budget message.
F. 
With the Finance Commissioner and Chief Financial Officer, prepare and submit to the Township Committee, not later than March 30, a proposed capital budget for the fiscal year and an explanatory budget message. In preparing the proposed budgets, the Administrator shall:
(1) 
Obtain from the Township Committee budget policies and priority programs for the coming budget period.
(2) 
Obtain from each officer or the head of each department, agency or board estimates of revenues and expenditures and other supporting data.
(3) 
Review the revenue and expenditure estimates with department heads and may revise them before submitting the proposed budget to the Township Committee, provided that the Administrator shall not increase the Treasurer's revenue estimates without submitting a written explanation with the budget proposal to the Township Committee.
(4) 
Be responsible for the administration and implementation of the work programs contained in the budget and maintain a continuing review and analysis of budget operation, work programs, and costs of Township services.
G. 
Receive complaints regarding services or personnel of the Township and, acting alone or by designating another officer or employee, investigate and dispose of the complaints, utilizing Township Attorney and Labor Counsel as appropriate. If any such complaint involves possible illegal acts, the Administrator shall notify the appropriate law enforcement agencies.
H. 
Review employees consistent with the Personnel Manual.
I. 
Supervise a public information program in order that all citizens and businesses in the Township may be kept informed on Township and related programs and activities.
J. 
Represent the Township in its relations with the federal, state and county governments, as requested and subject to the direction of the Township Committee.
K. 
Keep the Township Committee informed as to federal, state and county aid projects and any other aid programs for which the Township may qualify.
L. 
Attend all meetings of the Township Committee and its committees as directed.
M. 
Attend meetings of Township boards, agencies, advisory committees or other entities as directed by the Township Committee.
N. 
Facilitate negotiations for the Township in its labor relations and advise the Township Committee as to such negotiations for its final approval.
O. 
Oversee the negotiations between the Township and other parties and supervise the performance and faithful execution of such contracts except where such duties are assigned to some other Township officer or officials.
P. 
Assist the Township Committee in setting and maintaining annual and long-term goals for the Township.
Q. 
Keep employees informed of Township activities that impact them and involve employees in the identification and solution of problems facing the Township.
R. 
Upon appointment by the Mayor or Township Committee, as appropriate, serve as the Township's representative on boards or committees.
S. 
Perform such other functions and duties as may from time to time be assigned by ordinance, resolution or direction of the Township Committee.

The Township Committee will review the job performance of the Township Administrator annually. The Mayor will appoint a subcommittee of two Commissioners to undertake the review and report back to the Township Committee. The Township Administrator will be assessed based on the roles and responsibilities stated in this policy, effectiveness in dealing with department heads and employees, and ability to move forward the goals and objectives of the Cranford Township Committee.
The Township Administrator shall receive such salary as the Township Committee may fix from time to time by ordinance.
