There is hereby created the position of Chief Financial Officer in the Township of Cranford.
A. 
The Chief Financial Officer shall be responsible to the Township Committee through the Township Administrator and shall be responsible for the operation and administration of the offices of the Collector of Taxes and the Treasurer.

B. 
In addition, the Chief Financial Officer shall be responsible for the research, formulation and implementation of all fiscal and office procedures in the Finance Department; shall formulate and control encumbrancing procedures for all purchasing made by the Township; shall supervise all matters pertaining to the process of long-term financing; shall oversee the requirements of intergovernmental transfers; shall supervise and perform the work involved in the preparation of the various financial reports and statements of any analytical and nonroutine nature, and, upon appropriate demand, shall present findings, conclusions and recommendations; shall give suitable assignments and instructions to subordinate employees; shall make recommendations to the Township Administrator and the Township Committee concerning disciplinary matters, promotions and appointments of employees in the Finance Department; shall plan and install accounting systems and forms when necessary; shall answer inquiries of a technical nature relating to municipal finance; and shall be responsible for budget preparation and control and coordination of financial activities of the Township.[1]

The Chief Financial Officer shall be appointed by the majority vote of the Township Committee. The term of office shall be four years, which shall run from January 1 in the year in which the Chief Financial Officer is appointed.

The Chief Financial Officer shall receive such salary as shall be provided from time to time by the Township Committee by ordinance.
