Restricted parking. No person shall park a vehicle in any of the designated municipal commuter parking lots without having first deposited the appropriate fee in a parking meter or after obtaining and properly displaying a permit sticker as provided for below.
(2) 
Issuance of permits; expiration. The Borough Clerk is hereby authorized to issue to persons applying therefor, on payment of the required fees, permits for the parking of motor vehicles in the parking permit areas of the municipal public parking lots now or hereafter existing in the Borough of New Providence. Said permits shall be issued on an annual basis for a period of one year commencing April 1 of such year and terminating March 31 of the succeeding year, or upon a quarterly basis for the three-month periods commencing January 1, April 1, July 1 and October 1 of each year, and each permit shall authorize the person to whom it has been issued to park a designated motor vehicle or one of a designated number of motor vehicles, in the permit parking areas provided in the municipal public parking lots during the hours when vehicles may be legally parked in said lots. All permits shall expire on the last day of the month.
(3) 
Fee and application.
(a) 
The fee for obtaining one parking permit shall be in accordance with Chapter 147, Fees and Licenses, of the Code of the Borough of New Providence.
(b) 
An applicant shall fill out a form provided by the Borough Clerk, giving the applicant's name and address and the license number of the automobile for which the applicant desires a parking permit. The Borough Clerk shall enter the license number on a sticker to be issued to the applicant. However, in the event that the applicant desires a permit to park either of two automobiles owned by him, or if he is a member of a car pool alternately using one of up to six automobiles, he shall furnish the owner's name and address and the license number of each automobile for which the parking permit will be used. The Borough Clerk then shall enter all the license numbers on a card to be issued to the applicant. In the event that it is desired to change a license number or add members to a car pool having fewer than six members, this may be done by the original applicant at any time during the period for which the permit was issued, for the balance of the permit period remaining, upon written application therefor to the Borough Clerk and upon payment of a transfer fee of $5 and surrender of the original permit.
(c) 
Any person to whom a permit has been issued may surrender such permit to the Borough Clerk and obtain a refund for each full quarter of the permit parking period remaining unexpired in accordance with the schedule set forth below, provided that the person making said application shall pay to the Borough Clerk a refund fee of $5 and shall, at the time of making said applicant, surrender the permit issued.

(4) 
Sticker and display. At the time of the issuance of each permit, the Borough Clerk shall also issue to the person to whom the permit is granted a sticker containing the license number of the motor vehicle for which the permit was issued and the expiration date of said permit. Each such person to whom a parking permit is issued shall display the same facing the rear, on the back bumper, on the driver's half of the motor vehicle. Said parking permit must be kept visible at all times while parked in the municipal public parking lot.
(5) 
Available times. During the hours between 6:00 a.m. and 2:00 a.m. of each day, except Saturdays, Sundays and federal holidays, it shall be unlawful for any person to cause, allow, permit or suffer any vehicle registered in the name of or operated by such person to be parked in any permit parking area without a permit therefor or without the required sticker affixed to said motor vehicle; provided, however, that any parking space equipped with a parking meter may be occupied by a motor vehicle not having attached to it a permit for such period as is permitted by operation of the meter, whether or not such parking space is included in the area in which parking by permit is permitted.
(6) 
Meter parking. Motor vehicles are hereby permitted to be parked for one day only, during the hours in which vehicles may legally be parked as provided for herein on depositing the sum of $1 in a meter if the same is provided or by payment of said sum in such other manner as may be established by resolution of the Mayor and Council.
(7) 
Head-in parking. At all locations where parking spaces are designated, motor vehicles are required to be parked head in and within the spaces so designated.
(8) 
Violations and penalties. Any person who may violate any provision of this subsection shall, upon conviction thereof, be punished by a fine not to exceed the sum of $50 or by imprisonment for a period not exceeding five days.
B. 
Regulation for the movement and the parking of traffic on private property open to the public and to which the public is invited. In accordance with the provisions of N.J.S.A. 40:48-2.46, the following private property that is open to the public and to which the public is invited, the movement of traffic shall be controlled by the type of regulations indicated. No person shall operate or park a vehicle in violation of the following regulations:

The owners of the premises referred to in § 257-10 shall provide and install signs and pavement markings for each area of restricted parking. The signs shall be in accordance with the Manual on Uniform Traffic Control Devices. The cost of procurement and installation of the signs and pavement markings shall be the responsibility of the owner of said property. The owner shall, subsequent to initial procurement and installation, maintain such signs and pavement markings in good condition at no cost or expense to the Borough. Except when otherwise directed by a duly constituted traffic or police officer or when the lane he is operating in is obstructed and impassable, the driver of a vehicle shall not cross an appropriately marked no-passing zone described below, duly established pursuant to a duly promulgated regulation of the State Highway Commissioner or an ordinance duly adopted by the Mayor and Council of the Borough of New Providence or by resolution of the Union County Board of Chosen Freeholders, whichever has jurisdiction over the highway.

Pursuant to N.J.S.A. 40:67-16.1, the streets or parts of streets as described below are hereby designated as routes for vehicles over four tons. All trucks having a total combined registered gross weight of vehicle plus load in excess of four tons shall be excluded from all streets, except from those streets listed which form a part of the system of truck routes. Vehicles will be permitted on all streets for the purpose of the pickup and delivery of materials.
