This article establishes a code that controls businesses that enable
the public to launder their clothes in the establishment.
It shall be unlawful to conduct a launderette in any residential building;
provided, however, that this prohibition shall not apply to a residential
building in which there is located washing or laundry facilities operated
and used for the exclusive benefit of the occupants of said building, provided
that in such event, however, the washing and laundry facilities so operated
shall be, where applicable, subject to the provisions of this article, except
that no license shall be required.
It shall be unlawful for any person, firm or corporation to operate
any launderette without securing from the Board of Health a license for said
purpose. A separate license shall be required for each establishment. Said
license shall expire on the 31st day of December following the date of its
issuance. No such license shall be issued unless the premises in which the
business is to be conducted comply in all respects to the requirements of
the Fire Department, and the Uniform Construction Code.[1]
A.
The entire premises devoted to the conduct of said launderette
shall be kept in a clean and sanitary condition at all times, and all areas
where the actual work of washing or laundering is performed shall be adequately
ventilated and provided with sufficient natural or artificial light. All walls
shall be covered with nonabsorbent paint, cement or other impervious material.
There shall also be available an adequate supply of water for flushing and
cleaning purposes. All plumbing work shall conform with the provisions of
the plumbing code of the Uniform Construction Code.
B.
Each machine used for washing or laundering articles
of any description, with the exception of perishable materials such as woolens,
blankets and similar perishable fabrics, shall be supplied with an automatic
control which shall guarantee a process requiring not less than 30 minutes
in operation, and which process shall consist of washing with a recognized
detergent and three rinses with water to a temperature of 165° F. during
the entire cleaning process. In processing perishable materials such as woolens,
blankets or similar perishable fabrics, the temperature of the water shall
not exceed 130° F. and such process shall not exceed 20 minutes in operation.
C.
In all cases where a dryer is made available for the
use of the patrons of said launderette, the temperature of such dryer shall
at all times be not less than 200° F.
D.
No launderette shall permit diapers or any other materials
containing bodily excrement or discharges to remain outside of the launderette.
All such articles shall be washed in machines especially designated for such
purpose, and all such machines so designated shall be appropriately and conspicuously
marked and shall not be used for any other purpose.
E.
All machinery used in any launderette shall be operated
in such a manner so as to cause no unnecessary or unreasonable noise or vibration
to the detriment of the well-being of the neighborhood.
