There is hereby established in the Borough of
North Arlington a Board of Recreation Commissioners to consist of
seven members and residents of the Borough of North Arlington to be
appointed by the Mayor. The Commissioners first appointed shall be
appointed for terms of one, two, three, four and five years, respectively,
in such manner that the term of at least one Commissioner and not
more than two Commissioners shall expire in each year. Thereafter
all appointments shall be for the term of five years, and vacancies
shall be filled for the unexpired term only. The members shall serve
until their respective successors are appointed and shall qualify.
The present five members of the Board shall automatically constitute
the first five appointments for the same terms as they presently hold.
In addition to the seven members provided for above, two alternate
members shall be appointed by the Mayor. Said alternates shall be
designated as "Alternate One" and "Alternate Two." The alternate Commissioners
first appointed shall be appointed for terms of four years for Alternate
One and three years for Alternate Two. Thereafter all alternate Commissioners
appointed shall be for a term of five years, and vacancies shall be
filled for the unexpired term only.
The Board of Recreation Commissioners shall
select one of their number to act as President of the Board of Recreation
Commissioners and one of their number to act as Vice President of
the Board, who shall hold these offices until the first meeting of
the Board after January 1 following, and thereafter a President and
Vice President shall be selected to hold these offices for the term
of one year.
The Board of Recreation Commissioners shall
perform the following duties:
A.
State the objectives and goals of the Board of Recreation
Commissioners.
B.
Adopt bylaws to govern the organization and operation
of said Board of Recreation Commissioners.
C.
Conduct regular meetings at a minimum of once a month,
keeping accurate minutes of all business transactions and reporting
to the Mayor and Council the names of inactive members to be replaced.
D.
Review and approve the recreation program submitted
by the Director of Recreation.
E.
Review and recommend for approval the annual budget
submitted by the Director of Recreation.
F.
Recommend to the Mayor and Council for their appointments
qualified applicants to fill the positions necessary to carry out
the purposes of this article.
The Mayor, with the advice and consent of the
Borough Council, is authorized to appoint a Director of Recreation
at an annual salary as set forth in the Annual Salary Ordinance.
The Director of the Recreation Department shall
perform the following duties:
A.
Administer all programs approved by the Board of Recreation
Commissioners.
B.
Supervise and train staff of the Board of Recreation
Commissioners.
C.
Serve as a member ex officio of the Board of Recreation
Commissioners.
D.
Develop a comprehensive program to meet local recreational
needs utilizing existing resources of the community and present this
program to the Board of Recreation Commissioners for review and approval.
E.
Prepare a budget for review by the Board of Recreation
Commissioners and, on its approval by said Board, submit this budget
to the Mayor and Council.
F.
Submit, on a monthly basis, a financial statement
to the Board of Recreation Commissioners and the Mayor and Council
of all income and expenditures for the preceding month.
G.
Maintain suitable and comprehensive reports for monthly
presentation to the Board of Recreation Commissioners. Such reports
shall reflect program content, attendance and evaluation.
H.
Maintain an inventory of all equipment and property
assigned to the Board of Recreation Commissioners by the Mayor and
Council of the Borough of North Arlington.
I.
Develop reporting systems which shall include financial
and statistical data.
J.
Maintain an alert for available grants-in-aid programs
and prepare for submission proposals to obtain such programs.
K.
Publicize the various recreational activities through
a planned year-round public relations program and utilize all appropriate
communications media to inform the residents of the facilities and
services of the Recreation Department.
L.
Establish close liaison with other interested agencies
and organizations involved in recreational activities.
A.
The Board of Recreation Commissioners shall have full
control over all lands, playgrounds and recreation places acquired
or leased under the provisions of this article and N.J.S.A. 40:12-1
et seq. and may adopt suitable rules, regulations and bylaws for the
use thereof and the conduct of all persons while on or using the same.
Any person who shall violate any of such rules, regulations, or bylaws
shall be deemed and adjudged to be a disorderly person.
B.
The custodians, supervisors and assistants appointed
by the Board shall, while on duty and for the purpose of preserving
order and the observance of the rules, regulations and bylaws of the
Board, have all the power and authority of police officers of the
Borough of North Arlington.
C.
The Board may appoint a secretary or clerk and shall
recommend to the Mayor and Council for appointment such number of
custodians, supervisors and assistants for the several playgrounds
and recreation places under its control as it shall think necessary;
whose salaries shall be fixed and determined by the Mayor and Council.
The Borough Council shall annually fix, determine
and appropriate a sum sufficient for the care, custody, policing and
maintenance of the playgrounds and recreation places and for the expenses
of the Board of Recreation Commissioners, which sum shall be raised
by taxation in the same manner as other taxes.
All moneys received by the Board of Recreation
Commissioners shall be paid over to the Borough Treasurer and shall
be maintained in a special fund which shall be under the control of
the Board and used only for the purpose of defraying the expenses
of improving, maintaining or policing the playgrounds and recreation
places and for the other expenses of the said Board.
