There shall be established in the Borough of North Arlington a Public Works Department, which shall include a Division of Water (Utility). It shall be the duty of the Public Works Department to maintain, plan, organize, install, repair and operate all public works facilities within the Borough. The Superintendent shall also have the duty to enforce local and state building ordinances and codes.

The Public Works Department shall be and hereby is established in and for the Borough of North Arlington, County of Bergen and State of New Jersey, and shall consist of the following members of said Department:
A. 
Superintendent.
B. 
Foreman.
C. 
Senior Public Works Repairer.
D. 
Equipment Operator, Public Works.
E. 
Public Works Repairer.
F. 
Public Works Laborer.

The Department shall be organized in accordance with the following organization chart:
A. 
Position created. There is hereby created in the Public Works Department of the Borough of North Arlington the position of Superintendent, hereinafter referred to as "Superintendent," who shall serve under the direction of the Chair of the Public Works Department and the Mayor and Council of the Borough of North Arlington.

B. 
Duties.
(1) 
The Superintendent shall perform the administrative and supervisory duties in planning and organizing, installation, maintenance and repair of various public works facilities. The Superintendent shall be responsible for:

(a) 
The supervision of a water supply and/or sewage treatment system.
(b) 
The requisition of all Department purchases through the appropriate purchasing authority.
(c) 
The preparation of the Department's annual budget.
(d) 
The execution of plans for the effective utilization of available funds.
(e) 
The taking of proper safety precautions by employees at work.
(f) 
Preparing and submitting annual inventory.
(2) 
The following shall be examples of the scope of the Superintendent's duties:
(a) 
Draft or assist the engineer in operating specifications for all Public Works Department bidding.
(b) 
Check work performed by private contractors on public works projects to determine compliance with contract specifications.
(c) 
Draft standards for use of all equipment and materials by Department personnel.
(d) 
Establish work programs for each Department function.
(e) 
Establish suitable assignments, instruct and supervise Department employees engaged in all Department work programs (including but not limited to street and sewer repair, servicing of water equipment, street cleaning, etc.).
(f) 
Recommend to superiors disciplinary measures for, promotions of and appointment of Department employees.
(g) 
Investigate and resolve complaints of needed repairs and effect repairs.
(h) 
In conjunction with the Municipal Engineer, plan, design and recommend to the governing body new public works facilities to meet future community needs.
(i) 
Assist the tax office in the supervision of water and sewer service billing as required.
(j) 
Evaluate all employees annually and probationary employees where required in accordance with evaluation procedures.
C. 
Prerequisites.

(1) 
Three years of supervisory experience in the construction, maintenance and repair of street, sewer, water, sanitation or other public works facilities or similar heavy construction or maintenance work.
(2) 
Thorough knowledge of the proper procedures used in making routine and complex repairs to water and sewage lines and equipment and in the construction, maintenance and repair of streets.
(3) 
Ability to organize assigned work, to give suitable assignments and instructions to groups and individuals, to prepare suitable reports and to keep needed records and files and to keep a daily log of work performed and to submit weekly reports of activities to the Chair of the Public Works Department.
(4) 
Good health and freedom from disabling physical and mental defects which would impair the proper performance of the required duties or which might endanger the health and safety of oneself or others.
A. 
Position created. There is hereby created in the Public Works Department of the Borough of North Arlington the position of Foreman, which shall serve under the direction of the Superintendent.
B. 
Duties. The Foreman shall, under direction, supervise and work with a group of employees engaged in the construction, operation, maintenance and repair of street, sewer, water, sanitation and other public works facilities; may be required to operate, check, service and make minor repairs to trucks and other maintenance and construction equipment; do related work as required. The Foreman shall be responsible for:
(1) 
Supervising and working with subordinates engaged in loading, unloading and applying sand and street repair materials.
(2) 
Supervising and working with subordinates engaged in cutting brush and mowing grass and in emptying refuse containers, loading refuse and disposing of the refuse at an assigned place.
(3) 
Supervising and working with a group of employees engaged in installing, maintaining and repairing water mains, pipes, valves, pumps, hydrants and other equipment.
(4) 
Supervising and working with a group of employees to remove water meters, and dismantle and assemble water meters.
(5) 
Taking water meter readings when necessary.
(6) 
Operating, checking, servicing and making minor repairs to trucks, tractors, road graders, compressors, ground hogs, grass cutters and other road and street equipment.
(7) 
Operating snowplows and otherwise helping to keep the roads clear.
(8) 
Supervising and working with a group of employees engaged in the installation, painting and repair and maintenance of road and street signs.
(9) 
Seeing that proper safety precautions are taken by the crew at work and that proper procedures are taken to protect the public from injury which would result from the crew repair activities.
(10) 
Inspecting and checking the work completed to see that proper procedures are followed, that reasonable standards of workmanship and output are maintained and that desired objectives are achieved.
C. 
Prerequisites.
(1) 
Ability to read, write and understand English sufficiently to perform the duties of this position.
(2) 
Three years of experience in the construction, maintenance and repair of street, sewer, water, sanitation or other public work facilities or similar heavy construction or maintenance work.
(3) 
Possession of a valid New Jersey automobile driver's license may be required.
(4) 
Wide knowledge of the procedures, materials and tools used in cleaning, maintaining and repairing street, sewer, water and sanitation facilities.
(5) 
Ability to direct subordinates, provide them with needed advice and assistance when difficult and unusual problems arise and check their work to see that proper procedures are followed and that desired objectives are achieved; to organize assigned work and develop effective work methods; and to keep needed records.
(6) 
Good health and freedom from disabling physical and mental defects which would impair the proper performance of the required duties or which might endanger the health and safety of oneself or others.
A. 
Position created. There is hereby created in the Public Works Department of the Borough of North Arlington the position of Senior Public Works Repairer, which shall serve under the direction of the Superintendent and/or Foreman.
B. 
Duties. The Senior Public Works Repairer shall:
(1) 
Organize assigned work and develop effective work methods.
(2) 
Assist with the training of new employees.
(3) 
When so directed:
(a) 
Receive, review and adjust complaints.
(b) 
Give suitable assignments to employees.
(c) 
Perform all Department work as directed.
(4) 
Install and remove meters from consumers' premises.
(5) 
Take meter readings when necessary.
(6) 
Operate, check, service and make minor repairs to trucks, tractors, road graders, compressors, ground hogs, grass cutters and other road and street equipment.
(7) 
Operate snowplows and do cold patching of damaged roads.
(8) 
Install, paint and maintain road and street signs.
(9) 
Keep needed records.
(10) 
Read water meters as required.
C. 
Prerequisites.
(1) 
Ability to read, write and understand English sufficiently to perform the duties of this position.
(2) 
One-and-one-half years of experience in the construction, maintenance and repair of street, sewer, water, sanitation or other public works facilities or similar heavy construction or maintenance work.
(3) 
Possession of a valid New Jersey automobile driver's license is required.
(4) 
Considerable knowledge of the proper procedures used in making routine and complex repairs to public works facilities and the use of tools and equipment.
(5) 
Ability to comprehend established routines and rules and regulations of a limited complexity; to work harmoniously with others; to work for long periods in emergency situations and remain on the job until all repairs have been made; and to safely operate and skillfully use other specialized tools and equipment.
(6) 
Good health and freedom from disabling physical and mental defects which would impair the proper performance of the required duties or which might endanger the health and safety of oneself or others.
A. 
Position created. There is hereby created in the Public Works Department of the Borough of North Arlington the position of Equipment Operator, which shall serve under the direction of the Superintendent and/or Foreman.
B. 
Duties. The Equipment Operator:
(1) 
Under direction, operates, checks, services and makes minor repairs to motorized and mechanized equipment.
(2) 
Performs manual and unskilled laboring work occasionally or in connection with equipment operation work.
(3) 
Does related work as required.
(4) 
Drives trucks, sweeper, vac-all, snowplows and other equipment as required.
(5) 
Checks, services and assists in making minor and emergency adjustments and repairs in the field and in the repair shop.
(6) 
Incidentally performs incidental manual and unskilled laboring work.
(7) 
Keeps necessary records and reads water meters as required.
C. 
Prerequisites.
(1) 
Ability to read and write English.
(2) 
Two years' experience in the operation and maintenance of motorized and mechanized equipment.
(3) 
Possession of a valid New Jersey driver's license.
(4) 
Wide knowledge of the care, maintenance and competent, safe and efficient operation of motorized and mechanical maintenance equipment, including cleaning, greasing, servicing and making minor adjustments and minor repairs, and of construction and maintenance operations and procedures.
(5) 
Ability to analyze problems involving the operation of motorized and mechanized equipment, to organize and carry out fairly complex work projects, to understand, remember and carry out oral and written directions, to learn quickly from explanations and demonstrations, to operate equipment in a skilled and safe manner, to check, clean, service and make minor emergency repairs and to keep necessary records.
(6) 
Good health and freedom from disabling physical and mental defects.
A. 
Position created. There is hereby created in the Public Works Department of the Borough of North Arlington the position of Public Works Repairer, which shall serve under the direction of the Superintendent and/or Foreman.
B. 
Duties. The Public Works Repairer:
(1) 
Under direction, performs the routine work involved in the construction, maintenance and repair of street, sewer, water, sanitation and other public facilities, including but not limited to pouring and floating concrete.
(2) 
May be required to operate, check, service and make minor repairs to trucks and other maintenance and construction equipment.
(3) 
Does related work as required.
(4) 
The following shall be examples of the scope of the Public Works Repairer's duties:
(a) 
Installs, maintains and repairs water mains, pipes, valves, pumps, hydrants and other water service equipment.
(b) 
Removes water meters from consumers' premises.
(c) 
Dismantles, assembles and installs water meters.
(d) 
Takes meter readings when necessary.
(e) 
Maintains and makes repairs to streets, roads and sewers.
(f) 
Performs the work involved in sweeping streets and shoveling accumulations into containers and onto trucks.
(g) 
Loading, unloading and applying sand and street repair materials.
(h) 
Cutting brush and mowing grass.
(i) 
Does cold patching of damaged streets and roads.
(j) 
Installs, paints and maintains road and street signs.
(k) 
Operates, checks, services and makes minor repairs to trucks, tractors, road graders, compressors, ground hogs, grass cutters, snowplows and other street and road equipment.
C. 
Prerequisites.
(1) 
Experience. One year of experience in the construction, maintenance and repair of street, sewer, water sanitation or other public works facilities or similar heavy construction or maintenance work.
(2) 
License. Possession of a valid New Jersey automobile driver's license may be required.
(3) 
Knowledge. Some knowledge of the proper procedures used in making routine and complex repairs to public works facilities and skillful use of tools and equipment.
(4) 
The ability to read, write and understand English sufficiently to perform the duties of this position.
A. 
Position created. There is hereby created in the Public Works Department of the Borough of North Arlington the position of Laborer, which shall serve under the direction of the Superintendent and/or Foreman.
B. 
Duties. The Laborer:
(1) 
Under direction, primarily performs varied types of manual and unskilled laboring work and drives a truck, snowplow and other equipment as required in connection with laboring work on occasion.
(2) 
Does related work as required and as may be set forth in a job description.
C. 
Prerequisites.
(1) 
Ability to read, write, speak and understand English sufficiently to perform the duties of this position.
(2) 
Ability to understand, remember and carry out oral and written directions.
(3) 
Good health and freedom from disabling physical and mental defects which would impair the proper performance of the required duties or which might endanger the health and safety of oneself or others.

A. 
A Communications Operator/Typist shall:
(1) 
Under direction, receive and transmit Department of Public Works and other emergency calls; receive telephone requests for Department of Public Works or other emergency assistance and transmit the same to appropriate personnel; and do related work as required.
(2) 
Receive telephone complaints and requests for Department of Public Works and other emergency assistance from the public; ascertain proper addresses and information; immediately determine the nature of the call and initiate action by relaying messages and dispatching Department of Public Works and/or other emergency vehicles in response to complaints or requests for assistance; operate radio transmitters and receivers, tape recorders and other communication equipment; prepare and maintain a variety of records; provide information to the general public and employees; and maintain an assuring and calming attitude during periods of stress and emergency in order to avoid unnecessary delays by responding emergency vehicles.
B. 
Requirements shall include:
(1) 
The ability to read, write, speak and understand English sufficiently to perform the duties of this position.
(2) 
The ability to act courteously and effectively with people in emergency or stress situations while remaining calm and decisive; to receive and transmit information accurately and clearly; and to maintain necessary records and files.
(3) 
Good health and freedom from disabling physical and mental defects which would impair the proper performance of the required duties or which might endanger the health and safety of oneself or others.
(4) 
The satisfactory completion of a background investigation in which nothing of a detrimental or criminal nature affecting his/her employment has been disclosed.
(5) 
One year of experience in work involving the receiving and sending of radio communications and the receiving, relaying and recording of complaints and requests for assistance.
(6) 
Some knowledge of typing.
(7) 
Graduation from high school or vocational high school or possession of an approved high school equivalency certificate.
The outline of the duties and prerequisites for each of the above job titles is supplemental to that as set forth in job titles of the New Jersey civil services, which are incorporated herein.
The rules for the governing of the Public Works Department shall be drafted by the Superintendent and authorized by the governing body.
