C. 
Issuance of permits. The Borough Chief of Police is authorized to issue such permits to any resident of the Borough of Oaklyn who requests said permit. The criteria for said permit, and the charge for such permit, shall be set pursuant to § 120-4.1I of the Code of the Borough of Oaklyn.

The provisions of this section shall also apply to appropriately designated handicapped parking spaces on private property as designated by its owner or as required pursuant to site plan approval issued by the Planning Board of the Borough of Oaklyn, appropriately designated handicapped parking spaces as designated by the Chief of Police of the Borough of Oaklyn in the Borough-owned parking lots designated as Block 52, Lot 14, (immediately adjacent to the Borough Hall) and Block 17, Lot 1, (Manor Avenue) and appropriately designated handicapped parking spaces as designated by the Board of Education of the Borough of Oaklyn on property designated as Block 19, Lot 1.
