A. 
The purpose of the B-1 Commercial District shall be to create a zoning district for business, office, service and professional uses that serve the Borough and its environs. These uses shall include business uses which benefit from locations along major roads and highways and which provide goods and services needed by the community in which they are located.
B. 
Within this zone, no lot or building shall be used and no building shall be erected or altered to be used, in whole or in part, unless it complies with the schedule of Article III and the following regulations.

The following uses shall be permitted in the B-1 Commercial District:
A. 
Retail and business uses similar to the following:
(1) 
Groceries, food stores and bakeries;
(2) 
Drugstores and pharmacies;
(3) 
Newspaper, periodical, stationery and tobacco stores;
(4) 
Banks;
(5) 
Funeral homes;
(6) 
Restaurants; and
(7) 
Clothing and shoe stores.
(8) 
In Block 60, Lots 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19 and 20 of the Redevelopment Area Overlay Zone, the following use shall be a permitted use: a convenience store with motor fuel dispensing is a retail establishment operating 24 hours per day, seven days per week, offering for sale prepackaged food products and grocery items, hot and cold made-to order drinks, freshly prepared foods, including sandwiches, soups and salads, household items, tobacco products, newspapers and magazines, in-store ATM and lottery, and which includes outside facilities for dispensing motor fuels, gasoline and diesel fuel for light trucks and passenger vehicles under a lit canopy. No servicing of motor vehicles is permitted, although up to two external air pumps may be provided.

B. 
Service uses of and similar to the following:
(1) 
Barbershops and beauty shops;
(2) 
Tailor shops, dressmakers and shoe repair;
(3) 
Electronic service and sales including computers, cellular phones, security systems, radio and television service;
C. 
Office and professional uses.
D. 
Commercial greenhouses and nurseries.
E. 
Shopping centers.
F. 
Carpet, appliance and furniture sales and related uses.

The following conditional uses shall be permitted:
A. 
Drive-in eating establishments, subject to the following standard: that the applicant be able to demonstrate that no adverse traffic impact will occur as a result of the construction of the proposed drive-in eating establishment.

Although it should be understood that any use not in compliance with the above specifications is prohibited, the following uses and activities are specifically prohibited:
A. 
Storage and warehouse facilities;
B. 
Junkyards;
C. 
Adult bookstores;
D. 
Vehicular ingress and/or egress to a building when said ingress and/or egress is through the facade in the front of the building, and requires access over the sidewalk adjacent to the building;
E. 
Sidewalk displays and/or the sale of merchandise on the sidewalk immediately adjacent to the principal business;
F. 
Automotive service, towing services, salvage or impound yards; and
G. 
Conversion of the first floor or storefront buildings into any type of residential use.

Any construction, alteration, modification or change in the use of a building, structure or lot shall conform to the regulations in the Borough's Construction Code[1] and shall be subject to the review procedures in the Borough's Development Review and Land Use Procedures Ordinance.[2]
