Upon a change in occupancy or ownership of a building, the occupant or seller of a building shall obtain a Resale or Rental Certificate (RRC) from the Building Department which shall certify that the purpose for which the building or land is used is in conformance with the uses permitted and all other requirements under Chapter 225, Zoning, for the zone in which the building is located have been met. For a change of ownership, such a certificate of resale or rental shall be obtained prior to the closing on a building. The requirements of this section shall apply to both residential and commercial buildings.
