There is hereby created the position of Animal Cruelty Investigator.
The Animal Cruelty Investigator shall be appointed by the Mayor with the advice and consent of the Borough Council and shall serve a term which is one year, commencing January 1 of the year of appointment and ending December 31 of that year or until a successor shall be appointed and qualified.
The duties of the Animal Cruelty Investigator shall include but not to be limited to the following:
A. 
Enforce all laws and ordinances enacted for the protection of animals, including but not limited to, animal control, animal welfare and animal cruelty laws of the state and local ordinances.
B. 
Conduct investigations and initiate and prosecute complaints and/or violations of animal cruelty control, animal welfare or animal cruelty laws of the State of New Jersey and local ordinances.
C. 
Engage in the apprehension and arrest and detection of offenders who have violated animal control, animal welfare and animal cruelty laws of the State of New Jersey as well as local ordinances.
D. 
Working in consultation and cooperation with the Park Ridge Police Department, the Animal Control Officer and other animal cruelty investigators under the discretion of the Animal Control Officer as well as the Borough Administrator when applicable, and when necessary cooperatively determining whether probable cause exists for the application and issuance of a search or arrest warrant implementing same.
To be appointed to the position of Animal Cruelty Investigator a person must hold a certified animal control officer certificate from the State of New Jersey and have and maintain the New Jersey State Animal Cruelty Investigators Certification pursuant to N.J.S.A. 4:19-15.16a.

Crossing guards employed by the Borough of Park Ridge shall be part-time employees compensated on an hourly basis for actual hours worked. Hours of employment, assignment to posts and conditions of employment shall be established at the sole discretion of the Borough. Crossing guards in the employment of the Borough on the date of adoption of this article shall be paid at the rate of $20.50 per hour. Crossing guards hired after the date of adoption of this article shall receive a starting pay of $15.50 per hour and shall receive an increase in hourly pay of $1 for each year of the first five years in continuous employment thereafter until receiving hourly pay of $20.50. Salaries paid to crossing guards may be fixed in the future as part of the Borough's annual salary ordinance.
Crossing guards shall be granted paid sick leave for five days during each calendar year. Sick leave shall be defined to mean a necessary absence from duty due to the crossing guard's illness or disease. Sick days shall not be cumulative beyond a calendar year except by those crossing guards who are employed at the time of adoption of this article. Crossing guards who do not utilize five sick days shall be paid one day's pay for each two unused sick days.
Crossing guards who are scheduled to work during the week in which schools are closed due to inclement weather shall be paid for the days schools are closed. Crossing guards who are scheduled to work during days when schools have a delayed opening or an early closing shall be paid full day's pay.
Crossing guards shall be paid on the following holidays if schools are closed and if scheduled to work the week of the holiday. Paid holidays shall include Dr. Martin Luther King, Jr. Day; President's Day; Good Friday; Memorial Day; Veterans Day; Thanksgiving Day; the Friday after Thanksgiving; Christmas Day and July 4, provided summer camp is in session and the crossing guard is scheduled to work during summer camp.
Crossing guards shall be granted time off without loss of pay upon the death of an immediate family defined to include spouse, child, parent, brother or sister of a crossing guard. Bereavement leave shall be allowed on the date of death or the date of a funeral, but in no event more than three working days.
As part-time employees, crossing guards shall not be entitled to vacations, leaves of absence or terminal leave.
