No person shall deposit, dump, burn or bury,
or cause to be deposited, dumped, burned or buried, upon any public
or private street or other place or property, public or private, within
the Borough, any household waste, sewage, garbage, decaying fruit,
vegetables, fish, meat, bones, waste containers, newspapers, trash
or any other offensive material or substance.

Any person, firm or corporation violating any
of the provisions of this article shall, upon conviction, be subject
to a fine not exceeding $500 or imprisonment in the county jail for
a term of not more than 90 days, or both, in the discretion of the
Judge before whom such conviction may be had; provided, however, that
this article shall not be applicable to any department or board of
the Borough of Park Ridge or its authorized agents.
