This chapter shall be known as the "Property
Maintenance Code of the Borough of Park Ridge" and may be referred
to in this chapter in the short form as "this code."

It is hereby found and declared that there exist
in the Borough of Park Ridge structures used for residential and nonresidential
purposes which are or may become in the future substandard with respect
to structure, equipment or maintenance, and further that such conditions,
including but not limited to structural deterioration, inadequate
maintenance and inadequate provisions for essential utilities or facilities,
constitute a menace to the safety and welfare of the residents of
the Borough of Park Ridge and persons having access to the premises.
It is further found and declared that the existence of such conditions
has the further effect of creating blight and substandard neighborhoods
and that, by the enactment of timely regulations and restrictions,
as herein contained, the development of blight may be prevented and
neighborhood and property values maintained and the public safety
and welfare protected and fostered.

A. This chapter is intended to establish minimum standards
relative to the exterior of premises, including the grounds. The public
officer responsible for the enforcement of this chapter shall also
be concerned with ensuring the structural soundness of the inside
and the outside of premises in order that the safety and welfare of
the occupants is ensured.
B. Conditions in premises which constitute hazards to public health, including but not limited to infestation, inadequate provisions for light, heat and air and unsanitary conditions, or conditions which in any way constitute unhealthy living conditions for the occupants of the premises shall be immediately referred and investigated under Chapter
70 of Code of the Borough of Park Ridge entitled "Housing Standards."
