All officers of the Paulsboro Fire Department
having been duly elected, as hereinafter provided, shall, before entering
upon their duties, take an oath of affirmation that they will perform
such duties honestly, faithfully and impartially, and shall thereafter
be qualified and empowered to act as department officers for the ensuing
calendar year.
A.
By the last day in November, the Paulsboro Fire Department
will hold nominations for those offices that need to be filled. The
nominations will be held according to the Standard Guidelines of the
Paulsboro Fire Department and the Borough Ordinance. They will be
held open till said elections are held in December. The Presidents
or a duly named representative from both the Billingsport Fire Association
and the Paulsboro Volunteer Fire Association #1 shall preside over
the nominations and elections.
B.
By the last day of December of every third year, the
Paulsboro Fire Department shall hold a meeting to elect persons to
the following offices for three-year terms in the Paulsboro Fire Department.
Only those active members with 40% of fires answered, 40% of drills,
and 40% of Paulsboro Fire Department meetings attended within the
current calendar year; and who are in good standing with their respective
associations; and who have been a member of the Paulsboro Fire Department
for one full year, as well as met the Department's requirements, may
vote for the following: (Also, to vote for the following, life members
of their respective association need to attend two Paulsboro Fire
Department Meetings and four (two inside and two outside) Fire Department
drills during the current calendar year.
C.
By the last day of December of every year, the Paulsboro
Fire Department shall hold a meeting to elect persons to the following
offices for one-year terms in the Paulsboro Fire Department. Only
those active members with 40% of fires answered, 40% of drills, and
40% of Paulsboro Fire Department meetings attended within the current
calendar year; and who are in good standing with their respective
associations; and who have been a member of the Paulsboro Fire Department
for one full year, as well as met the Department's requirements, may
vote for the following: (Also, to vote for the following, life members
of their respective association need to attend only two Paulsboro
Fire Department Meetings and four (two inside and two outside) Fire
Department drills during the current calendar year.)
D.
In the election of the aforesaid, the members so elected or appointed must meet all membership and qualification rules stated in Article II that pertain to their respective office. The number of Captains, Lieutenants and Assistant Fire Marshals shall be set at the discretion of the membership of the Paulsboro Fire Department under their Standard Guidelines.
E.
The elections will be conducted in accordance with
the rules and regulations set forth by the bylaws of the Billingsport
Volunteer Fire Association, the Paulsboro Volunteer Fire Association
#1, the Standard Guidelines of the Paulsboro Fire Department and the
Borough Ordinance.
F.
The names of the persons elected to said offices shall
be forwarded to the Mayor and Council, in writing, within five days
after they have been elected.
G.
Those elected to their respective offices shall serve
the following terms:
(1)
The Fire Chief's term shall be three years. The Fire
Chief shall be elected for a three-year term from January 1 to December
31 or until a successor has been elected and qualified. No person
shall serve more then two consecutive full three-year terms as Fire
Chief.
(2)
The Deputy Fire Chief's term shall be three years.
(3)
The Assistant Fire Chief's term shall be three years.
(4)
The Chief Fire Marshal's term shall be three years.
(5)
An Assistant(s) Fire Marshal's term shall be one year.
(6)
A Captain(s) term shall be one year.
(7)
A Lieutenant(s) term shall be one year.
In the event of any of the Fire Chief's or the
Chief Fire Marshal's office is vacated for any reason, the Fire Department
shall meet within 30 days to elect or fill the unexpired term of the
vacancy per its Standard Guidelines and the Borough Ordinance. All
other vacated offices within the Paulsboro Fire Department shall be
filled per the Standard Guidelines of the Fire Department. The Paulsboro
Fire Department shall submit, in writing, those names that have been
elected or appointed to fill the vacant offices.
