The following are subject to the regulations of this chapter:
A. 
Any subdivision which involves the division of a parcel of land into two or more parcels.
B. 
Any such division of a parcel of land which involves the installation of streets and/or alleys not to be dedicated for acceptance by the municipality.
C. 
Any realignment of two or more parcels involving a resubdivision or replatting or an existing approved plan even though such plan was recorded prior to the enactment of this chapter.
A. 
The Borough Council shall designate an inspector to enforce the provisions of this chapter and the accompanying design standards and improvement specifications.
B. 
Inspection of actual construction under an approved subdivision plan shall be the sole responsibility of the municipality, which may undertake any reasonable measure to provide an adequate inspection of all projects.
A building permit may be issued only upon approval of a preliminary plan or, in those instances where a preliminary plan is not required, approval of a final plan. No lot in a subdivision may be sold unless a final plan has been approved and recorded.
These rules, regulations and standards shall be considered the minimum requirements for the protection of the public health, safety and welfare of the citizens of the Borough of Paulsboro. Any action taken by the Borough Council and the Planning Board under the terms of this chapter shall give primary consideration in the above-mentioned matters and to the welfare of the entire community. However, if the subdivider or his agent can clearly demonstrate that, because of peculiar conditions pertaining to his land, the literal enforcement of one or more of these regulations is impracticable or will exact undue hardship, the Planning Board and the Borough Council may permit such variance or variances as may be reasonable and within the general purpose and intent of the rules, regulations and standards established by this chapter.
