A. 
No parking shall be permitted on municipally owned or operated parking lots in the Borough of Paulsboro between the hours of 2:00 a.m. and 6:00 a.m., prevailing time, except by permit only. Said permit shall be issued by the Chief of Police or his duly designated representative for this specific purpose. Permits for parking shall show the registered owner's name and address for the period of time said permit is valid. A copy of said permit shall be clearly exhibited on the parked vehicle.
B. 
Borough Council shall designate three parking spaces in the Municipal Parking Lot on Delaware Avenue and Jefferson Street, adjacent to the United States Post Office, to have parking limited to 15 minutes between the hours of 8:00 a.m. and 5:00 p.m., prevailing time. age 26 Said parking spaces shall be identified with signs stating the time limitation and the hours affected.
No operator or passenger shall remain in a parked vehicle on a municipally owned or operated public parking lot between the hours of 9:00 p.m. and 6:00 a.m., prevailing time. Operators and passengers shall leave the premises immediately after parking. The vehicle thus parked shall be with its motor and lights off and securely locked.
