Applicants for site plan approval shall familiarize themselves with the processing set forth in Chapter 22, Land Use Procedures. In addition thereto, the applicant shall submit nine copies of the site plan, clearly drawn and accurately reproduced to the scale of one inch equals 100 feet to the Secretary of the appropriate Board. All maps, plats and sketch plats required to be submitted by this chapter shall conform to one of the following size configurations: 15 by 21 inches; 24 by 36 inches; or 30 by 42 inches. A copy of the plan shall also be sent to the Burlington County Planning Board for review, commend and, where appropriate, approval.
A. 
The site plan shall be clearly and legibly drawn by a licensed New Jersey engineer, land surveyor or planner.
B. 
The site plan shall be designed in compliance with the provisions of design standards of this chapter and shall show or be accompanied by the following information:
(1) 
Date; all revisions shall be noted and dated.
(2) 
Key map showing the location of the subject property with reference to surrounding areas and existing street intersections at a scale of not smaller than 2,000 feet to the inch.
(3) 
Title of development, North arrow, graphic scale, block and lot number, name and address of record owner, name and address of applicant and name, address and license number, together with seal, of person preparing the site plan. If the owner of the premises is a corporation, the name and address of the president and secretary shall be submitted with the application.
(4) 
All distances in feet and decimals of a foot and all bearings to the nearest 10 seconds.
(5) 
The names, as shown on the current tax records of the Borough of Pemberton, of all owners of adjacent properties, together with the block and lot number of said properties.
(6) 
The zoning district in which the parcel is located, together with the zone boundaries located within the boundaries of the parcel or within 100 feet thereof.
(7) 
Survey data showing boundaries of the property, building and setback lines and lines of existing and proposed streets, lots, reservations, easements and areas dedicated to public use, including grants, restrictions and rights-of-way.
(8) 
The distances measured along the right-of-way lines of existing streets abutting the property to the nearest intersections with other public streets.
(9) 
Location of any existing buildings on the site and all structures, including walls, fences, culverts and bridges, with spot elevations of such buildings and structures. Structures to remain shall be indicated by solid lines.
(10) 
Location, height and first-floor elevation of all proposed buildings or other structures; also the elevation of the finished grade at each corner of each structure. At the time of application for preliminary site plan approval, preliminary architectural plans and elevations shall be sufficient.
(11) 
Location of all existing and proposed storm drainage structures and utility lines, whether publicly or privately owned, with pipe sizes, grades and direction of flow. If any existing lines are underground, the estimated locations of said utility lines shall be shown.
(12) 
Existing and proposed contours referred to United States Coast and Geodetic Survey data, with a contour interval of one foot for slopes of 3% or less, an interval of two feet for slopes of more than 3% but less than 15% and an interval of five feet for slopes of 15% or more. Existing contours are to be indicated by dashed lines, and proposed contours are to be indicated by solid lines.
(13) 
Location of existing rock outcrops, cliff faces, high points, watercourses, high and low tide levels, depressions, ponds, marshes, wooded areas and other significant existing features, including previous flood elevations of watercourses, ponds and marsh areas as determined by survey.
(14) 
All proposed streets, with profiles indicating grading and cross sections showing width of roadway, and the location and width of sidewalks and the locations and size of utility lines conforming to the standards and specifications of the Borough of Pemberton.
(15) 
The proposed uses of the lands and buildings together with the floor space of all buildings and the estimated number of employees. If the precise use of the building is unknown at the time of the application, an amended plan showing the proposed use shall be required prior to issuance of a certificate of occupancy.
(16) 
The means of vehicular access for ingress to and egress from the site showing in particular the size and location of driveways and curb cuts; walkways; the proposed traffic channels, if any; acceleration and deceleration lanes, if any; additional width, if any; and other means of controlling vehicular and pedestrian traffic.
(17) 
The location and design of any off-street parking areas or loading areas, showing size and location of bays, aisles and barriers.
(18) 
The location of all existing water lines, valves and hydrants and all sanitary sewer lines or alternative means of water supply or sewage disposal and treatment.
(19) 
The location and direction of illumination and power and hours of existing and proposed outdoor lighting.
(20) 
The location and elevation plan of existing or proposed signs.
(21) 
The proposed screening, landscaping and planting plan, including schedule and number or variety of plants, shrubs and trees.
(22) 
Evidence of compliance with any state requirements which may be applicable, attention being directed to the soil erosion and sedimentation control plan pursuant to requirements of N.J.S.A. 4:24-39 et seq.
(23) 
Type of garbage and refuse disposal.
(24) 
The following information where applicable:
(a) 
Number of employees.
(b) 
Narrative describing nature of operation or activities to occur on the site.
(c) 
Narrative describing trucking on the site.
(d) 
Number and size of trucks used in applicant's operation; number, size and frequency of trucks making deliveries; and time of loading and unloading operations.
(25) 
Such other information or data as may be required by the Planning Board or Zoning Board of Adjustment for determination that the details of the site plan are in accordance with the standards of all ordinances of the Borough of Pemberton.
A. 
Preservation of landscape. Every effort shall be made to preserve the landscape in its natural state or to improve existing site conditions in keeping with adjacent areas.
B. 
Orientation and site locations. In the case of freestanding buildings and structures and depending upon site characteristics, considerations should be given to site positioning that either provides a desirable focal point, does not block the natural vista, provides a desirable space enclosure or otherwise respects the established lot setting or surrounding buildings or structures.
C. 
Relation of building or structure to environment. In the use of building material, use of color and/or texture, massing, fenestration, advertising features and proposed height, every effort shall be made in the proposed building or structure to relate these elements harmoniously to similar elements in surrounding buildings or structures.
D. 
Relation to surroundings. Every effort shall be made to maintain the standards set forth herein for all necessary buildings, structures and site features however related to the major buildings or structures.
E. 
Special features. In the case of auto parking areas, truck loading areas, utility building constructions and similar accessory areas and structures, special consideration shall be given to the use of screen planting or similar screening methods where special features are incongruous with the existing or contemplated environment and adjacent properties.
The Planning Board or Zoning Board of Adjustment, as the case may be, shall have the power to waive submission of any of the above items which are not applicable to a particular application.
