The developer shall observe the requirements and principles of site plan approval set forth in this article in the design of each site plan or portion thereof.
The site plan shall be consistent in layout or arrangement with the requirements of Chapter 210, Zoning.
A. 
The site plan shall provide a safe and efficient circulation system for and movement of vehicles into, out of and within the site.
B. 
Access driveways.
(1) 
Driveway location. All entrance and exit driveways shall be located so as to afford maximum safety to and minimum disruption of traffic on the street. Where practicable, no part of any driveway entrance to or exit from a public street shall be closer than 50 feet to the intersection of the street lot lines of two intersecting streets. Where the frontage of the lot is too narrow to permit the above distance, the driveway shall be located as far from the intersection as possible.
(2) 
Traffic signs. To facilitate the safe and efficient movement of traffic into and out of a site, the Planning Board of Adjustment may require the installation of specified directional, regulatory or advisory signs or pavement markings at designated locations on the site or on the right-of-way.
(3) 
Number of driveways. The number of driveways provided from a site directly to any one street shall not exceed one for a site frontage on such street of 100 feet or less or two for a site frontage on such street of over 100 feet. Where more than one driveway is permitted, the Planning Board or the Board of Adjustment shall require that each driveway be designated as either an exit or an entrance where such designation will facilitate vehicle and pedestrian movement within the site without hindering traffic movement on the street.
(4) 
Driveway and interior road dimensions. The dimensions of entrance and exit driveways and interior roads shall be adequate to accommodate the volume and character of vehicles anticipated to be using the site, but not wider than necessary to accommodate the expected traffic at a speed of 15 miles per hour. The required minimum and maximum dimensions are indicated in the table below. Where a driveway is to serve a facility having less than 50 parking spaces, a depressed-curb driveway shall be used. If a driveway is to serve more than 50 parking spaces, curb returns of not less than 15 feet in radius may be used. Any vertical curve on a driveway shall be flat enough to prevent the dragging of any vehicle undercarriage. Driveway pavement shall extend to the paved portion of the street with which it connects.

C. 
Off-street parking and loading areas.
(1) 
The site plan shall provide for sufficient parking and loading spaces to meet the requirements of Chapter 210, Zoning.
(2) 
An off-street parking area shall be marked off into individual car parking stalls, each stall with a minimum area of 180 square feet, exclusive of access driveways and turning areas.
(3) 
An off-street truck loading stall shall have a minimum width of 10 feet, a minimum length of 45 feet and a minimum clear height of 14 feet.
(4) 
No parking or truck loading shall be located within 10 feet of a residential building.
(5) 
Entrances and exits and driveways to a parking or truck loading area shall be paved, shall include turning areas and shall be so designed to assure ease of mobility, ample clearance and safety of vehicles and pedestrians.
(6) 
A parking or truck loading area shall be surfaced with concrete or asphaltic mix and sufficiently drained so as to prevent an accumulation of water on the surface of the areas.
(7) 
A parking area shall be illuminated if used after sunset, and such illumination shall provide a minimum of 0.2 lumen per square foot throughout the area and shall be shielded from motorists using the streets or adjoining residential properties.
(8) 
Planting strips, consisting of suitable shrubbery or hedges with a minimum height of five feet and a density to shield effectively, the year around, undesirable visual exposure, shall be provided where feasible around hard-surface parking or truck loading areas.
(9) 
Off-street parking and loading areas shall be designed to prevent the maneuvering of vehicles into or out of parking or loading space within any portion of a driveway that is within the right-of-way line of any street. Off-street parking and loading areas shall be designed so as to avoid the necessity of vehicles backing onto any street from the site.
D. 
Customer service areas. Any use such as a bank or gasoline station that provides or expects to provide temporary stopping space or maneuvering space for vehicles of patrons seeking service from their cars shall show such space on the site plan. A gasoline station shall provide at least two stopping spaces per pump. A bank shall provide at least five stopping spaces per drive-in teller station. All such stopping space shall be located so as not to block any entrance or exit driveway unless such driveway is designed for the exclusive use of cars patronizing a drive-in bank window. Stopping spaces shall be at least 20 feet long and eight feet wide and shall be located entirely within the confines of the lot.
E. 
Sidewalks.
(1) 
Sidewalks shall connect the main entrance of each building with the street or with the interior road giving access to the building. Interior roads giving access to buildings shall have a sidewalk on at least one side of such road. Sidewalks shall further be provided where needed to protect the safety of pedestrians.
(2) 
Pedestrian walks and sitting areas shall be surfaced so that they will be easily maintained and properly illuminated if in use after sunset.
(3) 
The entire route or alignment of pedestrian walks shall be visible from a street or other public way.
(4) 
A private pedestrian walk shall have a minimum paved width of four feet; if dedicated to the Borough as a public walkway, the pedestrian walk shall have an easement with a minimum width of 10 feet.
F. 
Paving and curbing. Paving and curbing shall be installed to meet the requirements of the Borough Engineer.
A. 
Surface runoff. Provision shall be made for safe and adequate drainage of the surface runoff waters in and from the premises so that flooding and erosion of said property and the property of others will be prevented. Calculations on which the design of drainage facilities is based shall be submitted with the site plan.
B. 
Each development shall be required to provide adequate drainage facilities along public streets. Where runoff from the development requires enlargement, modification or reconstruction of existing Borough drainage structures, such development shall pay the pro rata cost of such improvement.
The site plan shall provide for adequate water supply systems to meet the requirements of the Borough Engineer.
The proposed development shall have no adverse effect on existing municipal utilities. Should additional or improved municipal utilities be required to prevent such adverse effect, the Planning Board or Board of Adjustment shall forward its recommendations regarding installation of the necessary improvements to the Borough Council and shall not issue final site plan approval until the applicant has entered into agreement with the Borough Council regarding installation of or payment for its proportionate share of such improvements.
A. 
The site plan shall include a landscaping plan indicating the type of landscaping to be installed and the type, size and species of trees and shrubs to be planted.
B. 
Portions of all front, rear and side yards which are not used for required driveways, sidewalks, off-street parking or loading, accessory buildings or playground areas shall be planted with trees, shrubs, plants and grass lawns or ground cover in order to ensure the attractiveness of the premises and the protection of the soil thereon. Existing trees of six-inch caliper or over shall not be removed unless they are so located to interfere unduly with construction.
C. 
Where nonresidential uses or areas abut a residential building or development, there shall be provided, where feasible, on the nonresidential lot or area adjacent to the side and rear lot lines of a residential lot or area, a planting strip not less than six feet wide, consisting of suitable shrubbery or hedges maintained at a height of 10 feet and a density to shield effectively, the year around, undesirable visual exposure so as to provide a natural protective screen from incompatible uses and surroundings.

A. 
Garbage and refuse. Provision shall be made for the indoor or enclosed storage of garbage and refuse.
B. 
Standards for the design of containment areas for designated recyclable materials on residential sites.
(1) 
Definitions. The definitions set forth in Code § 172-9 shall apply to the following words and terms: Act or SWMA; Burlington County Regional Program; Class A recyclable material; commingled; common area recycling storage location; condominium complex; corrugated and other cardboard; County; curbside designated recyclables; curbside recycling container; DEP or Department; designated recyclable materials; DSW; fiber; mobile home park; multifamily dwelling; municipality; municipal solid waste; paper; person; qualified private community; recyclable materials; recycling; resident; solid waste; SWMA and source-separated.
(2) 
Design standards for common area recycling storage locations.
(a) 
In accordance with Code § 172-7 et seq., every multifamily, qualified private community and mobile home park within the Borough shall be required to provide, for the use of its residents, centralized and common locations on its property for the storage, prior to collection, of source-separated recyclable generated by the residents of the property.
(b) 
Each common area recycling storage location shall, at a minimum, conform to the following standards:

The dimensions of the recycling storage location shall be sufficient to accommodate recycling containers which are of size and number as required by the DSW and which are consistent with current methods of collection utilized by the Burlington County Regional Program or the private collection company being utilized. The following tables indicate the minimum container capacity requirements for weekly recycling service and common container dimensions.

Unless expressly prohibited by a municipality, or not feasible due to existing site constraints, recycling containers for all Class A designated recyclables shall be co-located at all solid waste collection areas within the complex.
[3] 
The recycling storage locations shall be conveniently located for the residential disposition of source-separated recyclable materials, preferably co-located, but clearly separated from, refuse containers.
[4] 
Outdoor recycling storage locations shall include a concrete pad of the size as specified herein. The dimensions of the recycling storage location shall provide sufficient area for the required container(s).[1]

The recycling storage locations shall be well lit and shall be safely and easily accessible by recycling personnel and vehicles. Collection vehicles shall be able to access the recycling areas without interference from parked cars or other obstacles. The following turning template can be used to plan vehicular accessibility to recycling storage locations:

Reasonable measures shall be taken to protect the recycling areas and the bins or containers placed therein against theft of recyclable materials or the bins or containers themselves.
[7] 
Signs as approved by the DSW clearly identifying the recycling areas and the materials accepted therein shall be posted adjacent to all points of access to the recycling areas.
[8] 
Each recycling area shall be enclosed on three sides by a solid fence or masonry enclosure six feet in height and shall be surrounded by landscaping. A durable closable access gate on the fourth side should be provided.
(c) 
Recycling container storage design standards for new construction are as follows:
[1] 
Recycling storage locations. Curbside recycling container storage locations shall not include basements that require the negotiation of stairs, or any location either above or below finished grade. Locations shall be on a hard-wearing, smooth continuous surface with access to a path with a width no less than three feet and headroom of not less than seven feet.
[2] 
Single-family and two-family dwellings. Each residential dwelling unit shall be designed to provide a curbside recycling storage container storage location containing at a minimum, dimensions length by width by height of no less than 36 inches by 32 inches by 84 inches per unit. The location shall be clearly marked as such on floor plans of the dwelling unit if to be located inside the dwelling unit. If to be located outside the dwelling unit, adequate storage space for the container shall be identified on the property survey. This shall be done at the time of subdivision approval, if applicable, or at the time of zoning or building permit application.
[3] 
Multifamily and condominium complex dwellings. Curbside recycling container storage locations shall be provided for each multifamily and condominium complex dwelling where common area recycling storage locations are not otherwise provided. Each multifamily and condominium complex dwelling unit shall be designed to provide a curbside recycling container storage location containing at a minimum, dimensions length by width by height of no less than 36 inches by 32 inches by 84 inches per unit. The location shall be clearly marked as such on floor plans of the dwelling unit if to be located inside the dwelling unit. If to be located outside the dwelling unit, adequate storage space for the container shall be identified on the site plans or subdivision plans.
(3) 
Construction. The terms and provisions of this section are to be liberally construed, so as best to achieve and to effectuate the goals and purposes hereof. This section shall be construed in pari materi with the SWMA and the County Plan.
(4) 
Severability. The provisions of this section are severable. If any provision of this section or its application to any person or circumstances is held invalid, said invalidity shall not affect any other provision or application of this section which can be given effect without the invalid provision or application of this section.
Outside storage, when permitted, shall only be permitted in areas approved by the Planning Board or Board of Adjustment. Such areas shall be, as nearly as may be practicable, shielded from public view and protected by adequate fencing and screening.
Retaining walls shall be designed and constructed to meet the requirements of the Borough Engineer.
