A. 
Initial fees for the right to connect directly or indirectly to the Borough's potable water system shall include a connection charge or fee per unit as well as fees for application, review and inspection of work to be accomplished by the applicant in keeping with the Borough's rules and regulations stated hereafter and in Article III of this chapter.

B. 
Application, review and inspection fees.
(1) 
Filing fee: $10.
(2) 
Six-inch water lines: $0.08 per foot.
(3) 
Lines in excess of six inches: $0.12 per foot.
(4) 
Pumping stations and/or treatment works: 2% of Borough Engineer's estimated cost of construction.
(5) 
Inspection fees at the rate of 6% of Engineer's estimated cost of improvements, including mains, laterals, hydrants, valves, pumping stations and/or treatment works and miscellaneous appurtenances.
C. 
Connection fees, which are one-time initial service charges for the right to connect, are an integral part of the Borough's rates schedule. The charges in Schedules 2W through 5W are annual supplemental charges necessary to maintain, improve and operate the Borough's potable water facilities.

The following minimum annual charges are hereby fixed and established for the supplying of water:
A. 
Minimum quarterly charges (metered) for water service.
(1) 
Single-family residential users. The minimum quarterly charge for all one-family residential dwellings is $50 per quarter based on a quarterly allowance of 10,000 gallons. As long as residents of the Borough receive a 10% discount on the rate charged for sewer usage from the Township of Pemberton, residents of the Township of Pemberton who receive water from the Borough shall receive a 10% discount in the quarterly water service charge based on a quarterly allowance of 10,000 gallons.

(2) 
Multiple-dwelling units, residential users. The minimum quarterly charge of multiunit residential users' services through a single water meter shall be determined by the product of a number of equivalent domestic consumer units as set forth in § 205-4 of the Code of the Borough of Pemberton, under the definition of "sewer connection unit designations," Subsection A, Domestic consumer units, and the minimum quarterly charge as established by this Rate Schedule. Such minimum water allowance will be determined in the same manner using an allowance of 10,000 gallons per equivalent dwelling unit.
(3) 
Single commercial and industrial users. All other classes of single users will be subject to the following minimum quarterly charges:

Metered service:

(4) 
Multiunit commercial or combination users. The minimum quarterly charge for all multiunit commercial or combination of commercial and residential users serviced through a single water meter shall be determined by the product of the number of equivalent domestic consumer units of each type of use and the minimum quarterly charge for residential units. The minimum water allowance shall be determined in the same manner.
(5) 
Excess water consumption. Excess water consumption over and above the quarterly allowance shall be at the rate of $3.50 per 1,000 gallons, regardless of the class of user or the size of the meter.

(6) 
Water for building purposes. The use of water for building purposes and other construction directly in connection therewith by the builder, contractor or agent shall be metered at a hydrant to be determined by the Borough. The user shall pay an installation cost of $30 plus a refundable deposit for the meter based on size at the time of application to the Borough. The charge for construction water usage will thereafter be made on the basis of metered service charges.
B. 
Customer service charge.
(1) 
There shall be a service charge of $7 per billing.
C. 
Bulk rate usage.
(1) 
There shall be a charge of $8.50 per 1,000 gallons for water supplied by the Borough for use outside the Borough of Pemberton.

In addition to the above, an annual charge of $0.55 per sprinkler head will also be applied.

The use of water for building purposes and other construction directly in connection therewith by the builder, contractor or agent shall be metered at a hydrant to be determined by the Borough. The user shall pay an additional cost of $28 plus a deposit for the meter at the time of application to the Borough. The charge for water usage will thereafter be made on the basis of Schedule 2W - Metered service.
