A. 
There is hereby established a Senior Citizens Council consisting of seven members who are residents of the Township of Pemberton and who shall be appointed for a term of three years, except as otherwise set forth below. Three of the members shall be appointed by the Mayor; the remaining four members shall be appointed by the Council based upon recommendations submitted by the Senior Citizens Council. In the event that the Council does not nominate enough members to fill the full membership of the Senior Citizens Council, then the Township Council shall appoint any person whom it deems qualified for the position.
B. 
At the time of the enactment of this article, there are currently seven members whose term shall expire December 31, 1997. Thereafter, commencing January 1, 1998, the terms of the initial appointees shall be as follows: Two members shall serve for one year (one appointed by the Mayor, one appointed by the Council); three members shall serve for two years (one appointed by the Mayor, two appointed by the Council); and two members shall serve for three years (one appointed by the Mayor, one appointed by the Council) such that the terms of the first seven appointees shall be staggered over the first three years. Upon the expiration of the term of office of each of those appointees, his or her successor shall be appointed for a full three-year term.
C. 
Any appointee to the Senior Citizens Council who shall fail to attend three successively called meetings shall be deemed to have vacated his or her appointment, and the vacancy shall be filled for the unexpired term as set forth in § 3-11E(2) of the Code of the Township of Pemberton.
The Senior Citizens Council shall review and research issues of importance to members of the senior citizens community and shall make periodic recommendations to the Mayor and Township Council regarding identifiable problems, as well as possible solutions to the problems of senior citizens in the Pemberton Township community.
The Senior Citizens Council shall be authorized to receive appropriations from the Township and shall be authorized to receive donations from other groups and individuals who desire to sponsor and maintain necessary programs and services for the senior citizens of Pemberton Township. The Senior Citizens Council shall provide an annual accounting to the Township Council in accordance with the provisions of §§ 10-8 through 10-10 of the Code of the Township of Pemberton.
The Senior Citizens Council shall be required to submit a yearly report to the Mayor and Township Council describing its activities, programs and expenditures conducted during the previous year, as well as its plans and proposals for the coming year.
