Pursuant to the provisions of N.J.S.A. 40A:11-11(5), the Mayor is hereby authorized to enter into a cooperative pricing agreement with the lead agency[1] or any other contracting unit within the County of Burlington for the purchase of work, materials and supplies.

The lead agency entering into contracts on behalf of the Township of Pemberton shall be responsible for complying with the provisions of the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.) and all other provisions of the New Jersey Statutes Annotated.

A purchasing procedure manual for the Township of Pemberton, in accordance with all state statutes, rules and regulations is hereby authorized by the Township of Pemberton. Each municipal department of the Township of Pemberton must abide by the state-mandated purchasing system in order to control spending and efficiently manage each department's budget in order to regulate expenditures and prevent overexpenditures of township funds.
Said purchasing procedure manual shall be prepared by the Office of the Township Administrator and shall be promulgated by that Office after approval by resolution by the Township Council. The rules and regulations set forth in the purchasing procedure manual may from time to time be amended and shall become effective after approval by resolution by the Township Council. Copies shall be made available for all departments and shall be available for public inspection and review. Said purchasing procedure manual for the Township of Pemberton, available at the Office of the Township Administrator, is hereby incorporated by reference and made a part of this Article.
