The words hereinafter defined shall have the meaning herein indicated for the purposes of Part 1 of this chapter:
DOG
Any dog, bitch or neutered bitch or neutered male dog.
DOG OF LICENSING AGE
Any dog which has attained the age of seven months or which possesses a set of permanent teeth.
KENNEL
Any establishment wherein or whereon the business of boarding or selling dogs or breeding dogs for sale is carried on, except a pet shop.
OWNER
When applied to the proprietorship of a dog, shall include every person having a right of property in such dog and every person who has such dog in his keeping. The owner must be at least 18 years of age. If the owner is less than 18 years of age, a parent or legal guardian shall become co-owner of said dog(s) and assume full responsibility, in lieu of the minor, in order to comply with provisions in Part 1 of this chapter, which includes obtaining a license under the name(s) of either the parent or guardian or under both the parent and minor or guardian and minor.
PET SHOP
Any room or group of rooms, cage or exhibition pen in which dogs are kept or displayed.
POUND
An establishment for the confinement of dogs seized under the provisions of Part 1 of this chapter or otherwise.
REGISTRAR OF DOGS
An official annually appointed by the Township Council. This official shall be charged with the issuance of license and registration tags and the collection of all due fees and shall make proper records of all transactions. (N.J.S.A. 4:19-15.2)
SEEING EYE DOG
Any dog which has been trained to aid or assist sightless or blind human beings to safely navigate.
SHELTER
Any establishment where dogs are received, housed and distributed without charge.
VICIOUS DOG
Any dog which has attacked or bitten or constitutes any other physical threat to a human being or other domestic animal.
