No person, firm or corporation shall throw, cast or deposit any garbage or offal of any kind whatever into or on any gutter, street, highway, public place, vacant lot or watercourse within the limits of the Township of Pemberton.
A. 
Discharge. No human excrement or material containing human excrement and no kitchen slops, sink drainage, laundry waste or other decomposable or putrescible waste liquids shall be discharged or deposited in or upon the surface of any street, highway or public place in the Township of Pemberton nor otherwise disposed of or permitted to accumulate in any manner that will create a nuisance dangerous to the public health, nor shall any such waste material be discharged or disposed of in any place or manner that will pollute any well, spring, stream, pond or other body of water.
B. 
Accumulation prohibited.
(1) 
No owner, tenant or other person in charge of any property in the Township of Pemberton shall maintain or permit to be maintained on said property any accumulation of house or kitchen slops, sink drainage, laundry waste or other liquids in which fly larvae or mosquito larvae exist, nor shall such kitchen slops, sink drainage, laundry waste or other liquids be permitted to flow to any vault, cesspool or other container by an open drain.
(2) 
No garbage or offal shall be disposed of in the Township of Pemberton in a manner that will pollute any stream, well, spring or other body of water, nor shall any garbage or offal be stored or permitted to accumulate in such a manner that fly larvae may breed therein or in such a manner that will be prejudicial to the public health.
It shall be the duty of every owner, tenant, lessee and occupant of any and every residence, public house, club, private school, public school, college, restaurant, sanatorium, hospital, store, church or other building within the limits of the Township of Pemberton to provide and at all times cause to be kept and provided on the lot on which said building is erected suitable and sufficiently covered watertight metal receptacles for the receiving and holding without leakage of all the garbage, offal or liquid substance derived therefrom that accumulates on said premises within the period of 96 hours, each said receptacle to be not larger than is convenient for one man to handle; and all such receptacles shall be placed at all times in such places as to be readily accessible for removal and emptying and where they shall not be a public nuisance.
