A. 
The Township of Pennsauken is cognizant of the fact that the Township-owned grounds and facilities belong to the residents of Pennsauken Township and should be available for use by community groups and Pennsauken Township nonprofit organizations for wholesome and worthwhile activities, provided that such activities do not interfere or impede Township-sponsored events or activities. These types of uses are available to groups and organizations within the Township that are made up solely of Pennsauken residents, and any variance of this resident rule shall be approved by the Township Committee through the Parks and Recreation Department.
B. 
The Township Committee, as the policy-making body, has established the following regulations and procedures which provide for Township grounds and facilities to be used by the community groups along with other organizations. Regulations and procedures are described on each application.
C. 
Individuals or organizations granted permission to use the grounds and facilities shall assume full liability for damage to any property.
A. 
Written application for issuance of a permit to use Township grounds and/or facilities shall be made to the Parks and Recreation Department at least three weeks prior to the scheduled event.
B. 
The Parks and Recreation Department shall be responsible for maintaining an accurate calendar of all uses of Township grounds/facilities by school groups and community groups, and a copy of the permit issued shall be sent to the Administrator, Mayor, Township Committee, Public Works Department and the Pennsauken Police Department. The original shall be sent to the applicant and a copy kept on file in the Parks and Recreation Department.
C. 
The Township Committee shall, by ordinance, adopt all fees for the use of Township facilities and grounds.
D. 
Sponsoring organizations shall provide sufficient competent adult and/or special supervision, the details of which are to be submitted in writing and approved by the Parks and Recreation Department.
E. 
Only that part(s) of the Township grounds/facilities requested in the application for permit may be used. All times, dates, needs, etc., are to be included in the application for permit. If it is not listed, it cannot be used.
F. 
Township grounds and facilities use shall be solely granted by the authorized representative of the Township of Pennsauken. The Township Committee, through the Parks and Recreation Department, reserves the right to change the rules, regulations or fees at any time and to revoke permission for use.
G. 
The Township Committee, through the Parks and Recreation Department, reserves the right to refuse to grant use of any Township facility or grounds when it determines that the content of a meeting or the conduct of the use would jeopardize the welfare of the community.
H. 
Any Township activity shall take precedence in the use of any facility or grounds. The facility or grounds may be used only and in such a way that said use will not interfere in any way with the Township programs.
I. 
Any and all use of the Township facility or grounds shall be totally free from obscure and controversial purposes of a disruptive nature, as ascertained by the Township of Pennsauken. Should an objection be lodged against a specific use of Township property, by any group, such objectives shall, being valid, be made in writing to the Parks and Recreation Department at least one week prior to the scheduled event.
J. 
The applicant and/or organization agrees to assume all responsibility for damage or liability of any kind and further agrees to save harmless the Township of Pennsauken and its employees from any expense or costs in connection with the use of the Township grounds or facilities under this agreement.
K. 
When Township facilities or grounds are used, an insurance certificate of $1,000,000 public liability and $50,000 property damage must be secured. The original certificate, in the name of the organization/individual and the Township of Pennsauken, shall be listed as an additional insured for the time and date(s) of scheduled event(s) and shall be filed and become a part of the original application for permit.
L. 
Facilities/grounds must be left in a clean and orderly condition. Failure to do so shall result in additional fees based on the amount of time necessary to return the facility/grounds to the proper condition. In addition, future use of any facility or grounds may be denied.
M. 
Gambling or other conduct detrimental to the public interest is not permitted in Township facilities or grounds.
N. 
Organizations renting facilities/grounds shall accept full responsibility for the administration of the program, the conduct of the audience and the care of Township property. Organizations/individuals shall be held responsible for any damage.
O. 
Under no circumstances does a group, organization or applicant have the authority to grant permission or to sublet their approved permit of use of Township grounds/facilities to another group, organization or individual.
P. 
There shall be no alcoholic beverages brought to or consumed on Township property, indoor or outdoor. The Township of Pennsauken reserves the right to reject the request for the use or revoke the permit for use if alcoholic beverages are found to be consumed or brought to the Township facility/grounds.
Q. 
The Township of Pennsauken reserves the right to reject the request for the use of the Township grounds/facilities if the above rules and regulations are not followed, and the Township further reserves the right to revoke a permit during an activity for the noncompliance with these rules and regulations.
R. 
In addition to any other remedy provided herein, the Township of Pennsauken, through the Parks and Recreation Department, reserves the right to ban any person or persons who violate these rules and regulations from the use of or presence at any of the Township grounds or facilities requiring a permit under this chapter.

An authorized representative of the applicant shall:
A. 
Be responsible for the care and use of the Township property.
B. 
Ensure that a responsible adult(s) shall be in attendance at all times during the occupancy of the Township facility/grounds.
C. 
Supply all personnel and equipment necessary, except those specified on the permit application.
D. 
See that the premises are vacated promptly and at the time specified on the application permit.
E. 
Be responsible for leaving the grounds/facility in the same condition as prior to the event or use (i.e., trash picked up and put in dumpster).
F. 
Accept full responsibility for payment of any additional fees, within 30 days of billing, for any additional rental charges, additional custodial fees, etc., in accordance with the schedule designated on the approved permit.
A. 
Class I.
(1) 
No fee shall be charged for the use of Township grounds or facilities provided that the Township group or organization is comprised 90% of Pennsauken/Merchantville resident members and the event is solely for the use of Pennsauken/Merchantville resident youth, the only exception being the use of the municipal pool or Showmobile, where salaries must be paid.

(2) 
Pennsauken Youth Athletic Activities (PYAA), Merchantville/Pennsauken Little League and Softball, Pennsauken Youth Soccer Club shall be given priority for use of their one designated Township facility and/or field with its Pennsauken/Merchantville resident youth programs. These Township youth organizations can make application through the Pennsauken Parks and Recreation Department for additional field use based upon availability.

(3) 
Pennsauken Township school programs shall also have priority for use. School programs must be sponsored by the Pennsauken Board of Education.
(4) 
The PYAA, the Pennsauken Board of Education, Merchantville/Pennsauken Little League and Pennsauken Youth Soccer League shall be required to submit a permit application for use of any Township facility/grounds. They must submit a certificate of insurability with the application listing the Township of Pennsauken as an additional insured for the time(s) and date(s) being requested for the event and/or program.

(5) 
A final complete roster shall be submitted with the application for permit for use of fields. A field use permit will not be issued until a roster is provided.

B. 
Class II. Fee charges for the use of Township facility/grounds to any Pennsauken residents/organizations other than PYAA, the Pennsauken Board of Education, and Merchantville/Pennsauken Little League and Pennsauken Youth Soccer.

(1) 
Municipal pool (two-hundred-fifty-person maximum): $100 per hour plus any salaries that must be paid.
(2) 
Showmobile.
(a) 
The administration, scheduling, transportation, maintenance, setup and billing for the Pennsauken Showmobile shall be the responsibility of the Parks and Recreation Department and the Pennsauken Public Works Department. All applicants seeking to rent the Pennsauken Showmobile shall complete the rental agreement form and return a fully executed agreement to the Parks and Recreation Department. The use of the Showmobile will be limited to that stated in the written application. The Township's Parks and Recreation Department may, at any time and in its sole discretion, refuse to rent the Showmobile for any and all purposes.
(b) 
The applicant shall sign an indemnification and hold harmless agreement in a form acceptable to the Township. Use of the Showmobile will not be permitted until a fully executed indemnification and hold harmless agreement is provided by the applicant.
(c) 
Based on information contained on the rental agreement form, the Township shall calculate rental fees due and provide to the applicant a rental cost based upon anticipated usage. Payment shall be made in full, based upon the calculated rental fee, three days prior to the scheduled event. In the event that full payment is not received three days prior to the scheduled event, the agreement to rent the Showmobile shall be void.
(d) 
The Showmobile will be accompanied and operated by two qualified PPW employees at all times. Fees begin to accrue when the Showmobile departs the PPW yard and continue until it returns to the PPW or other approved location. The rental includes transportation of the stage to and from the event, setting up the stage, connecting the sound system (if requested), generator operation and any other function as needed. The PPW employees assigned to the event have final authority and full responsibility for the safe and appropriate usage of the Showmobile.
(e) 
Following the event, if additional fees are due, the applicant will be notified on the next business day. Fees exceeding the rental contract may result from additional time out of the PPW yard or damage to the stage. If the applicant refuses to pay any additional charge, legal action may be taken and the applicant or applicant's organization, as the case may be, will not be permitted to use the Showmobile for future events until payment in full is made.
(f) 
Rental use disclaimer. The Township Administrator and the Director of Parks and Recreation have the authority to deviate from this policy, depending on the event.
(g) 
The following fees shall be applied to all rentals. Only the Pennsauken Township Administrator and Township Committee have the authority to amend Showmobile fees by resolution.

Not-for-profit 501(c)(3) organizations in Pennsauken: $100 per hour Monday through Friday and $125 per hour Saturday, Sunday and holidays. PPW will arrive at the event 45 minutes prior to start to position and set up the stage. The renter can request an earlier arrival if necessary.

For-profit organizations and events in Pennsauken: $125 per hour Monday through Friday and $150 per hour Saturday, Sunday and holidays. PPW will arrive at the event 45 minutes prior to start to position and set up the stage. The renter can request an earlier arrival if necessary.
[3] 
All out-of-Pennsauken organizations: $150 per hour weekdays, weekends and holidays. If the Showmobile travels beyond a ten-mile radius from the PPW yard, a fee of 0.55 cents per mile, subject to annual adjustments based on IRS guidelines, will be included in addition to the base fee of $150 per hour. The Showmobile will arrive 45 minutes prior to the start of the event unless the renter requests an earlier arrival.

A. 
Membership required.
(1) 
No person(s) shall engage in playing pickleball at the Green Top Pickleball Courts at River Road unless first having obtained membership keys through the Parks and Recreation Department.
(2) 
These courts include six lighted pickleball courts reserved exclusively for the playing of pickleball by its members and guests.
(3) 
The Parks and Recreation Department is hereby authorized to issue the membership keys provided for herein upon the payment to it of the required membership keys fee to a resident of the Township of Pennsauken.
B. 
Membership qualifications and conditions. No person(s) not a resident of Pennsauken shall be entitled to secure membership keys under the terms and conditions of this article. All membership keys issued under this article shall apply only to the person(s) to whom they are granted, and no membership key shall be transferable. Any person(s) who shall loan, give or otherwise transfer to another his or her membership keys granted hereunder shall be subject to the penalty of having said membership keys revoked by the Township Committee and of being disqualified to receive new membership keys after said revocation with no refund, in addition to the penalties provided under Subsection H hereof.
C. 
Guests. Members are permitted to bring guests. The member is responsible for their guests. Guests must leave the courts when the member departs.
D. 
Fees. The sum of $10 shall be paid for membership keys to access courts and restrooms. Residents can purchase a membership key at the Pennsauken Parks and Recreation Department.
E. 
General rules and regulations of play.
(1) 
Members must be residents of Pennsauken.
(2) 
Members shall not loan out or copy their membership card or key.
(3) 
No single person may hold a court while waiting for his or her partner.
(4) 
Players using courts shall yield to others who have waited 30 minutes.
(5) 
Players are encouraged to double up when the courts are crowded.
(6) 
The gates and clubhouse shall be secured prior to departure.
(7) 
Lights are provided until 10:00 p.m. only.
(8) 
You are responsible for putting trash in containers or possibly clearing snow or leaves off of courts in order to play.
(9) 
Members shall clean and maintain the clubhouse with cleaning supplies provided by the Township.
(10) 
All profane and obscene language is prohibited.
(11) 
Every player shall observe all courteous pickleball rules and regulations and manners in order to afford the other players an enjoyable time on the courts.
F. 
Damage or neglect shall be reported immediately to the Pennsauken Parks and Recreation Department.
G. 
Rules and regulations. All Green Top Pickleball Court rules and regulations shall be set forth by the Parks and Recreation Department and shall become a part of the key membership application.
A. 
Hours; membership requirements.

(1) 
No person(s) shall be in or upon the lands of said Township property directly adjacent to said swimming pool except between the hours of 8:00 a.m. and 11:00 p.m. daily. Pool hours shall be from 12:00 noon until 7:30 p.m. Monday through Friday. Weekends and holidays the hours shall be from 11:00 a.m. to 6:30 p.m. Only those that have obtained a pool ticket or permit shall be upon property, the only exception being contractors and/or employees of the Township of Pennsauken. Hours for rental of the pool shall be after 8:00 p.m. on weeknights and after 7:00 p.m. on weekends and holidays.
(2) 
The Parks and Recreation Department Supervisor is hereby authorized to issue memberships and permits for the use of this facility and grounds, upon the proper fee and identification being submitted with application. Use is subject to rules and regulations covered in § 226-19.
B. 
Membership qualifications and conditions.

Only residents of Pennsauken and Merchantville shall be entitled to secure a membership to the municipal pool under the terms and conditions of this article.

The pool will open on weekends starting memorial day weekend and until the Pennsauken public schools close for the summer.

Summer guest passes. Each member may purchase summer guest passes while supplies last. They are issued in books of five with a limit of two books per family. They can be utilized and are nontransferable for the season in which they were issued only.

E. 
Exhibition of membership card(s). Any person(s) entering the pool area must present a membership card with the person's name and age clearly stated. They must present the membership card to the pool ticket checker each time they enter the pool, and the card shall remain with the ticket checker until said member leaves the pool area. If the membership card is lost or stolen, you must purchase a replacement. See Subsection G for fees.
F. 
Person(s) restricted from use of pool.
(1) 
Any person(s) may be refused the right to swim, bathe or otherwise be in the aforesaid swimming pool or upon the lands adjacent thereof by the manager, Township representative or other person(s) designated by the Parks and Recreation Department, until said person(s) shall present a doctor's certificate certifying that he/she is free from any contagious or other disease which may be harmful to other person(s) in said swimming pool or on the lands adjacent thereof.
(2) 
Any person(s) may be refused the right to enter the pool area or to leave the pool area if they are suspected of being under the influence of drugs or alcohol.
G. 
Fees shall be as follows:

The sum of $70 for a person 18 years of age or older.
(2) 
The sum of $65 for a person under the age of 18.
(3) 
The sum of $50 for a college student. Age not to exceed 23 years old. Tuition receipt for September and birth certificate required.
(4) 
The sum of $20 for a person 62 or older. Proper I.D. required.
(5) 
The sum of $5 for a lost or destroyed ticket replacement. If the ticket has been stolen and a police report is presented, the fee is $1.
(6) 
The sum of $45 for a book of guest passes; five per book; limit of three books. Available during pool season only.

All Merchantville residents, to include children, college students, adults, and senior citizens, shall pay the sum of $75 per pool ticket. Merchantville residents must provide proper fee, identification, and proof of residency with application.
H. 
Driver's tests and lessons are not permitted on the Pennsauken pool parking lot from Memorial Day to Labor Day.

A. 
Establishment. There is hereby established in the Township of Pennsauken an adult recreation program through the Parks and Recreation Department for Pennsauken residents only. This program shall include such activities as men's and ladies' volleyball and basketball and other related competition-type activities. The programs shall run from September 1 through June 30 of each year.
B. 
Fees. The fee for participation in these programs shall be $25 per year per program.
C. 
Term of membership; identification card. All members registered in these adult recreation programs shall be for the calendar year in which the application was received. An identification card bearing the name, address and age of the member shall be issued by the Parks and Recreation Department.
D. 
Rules and regulations. All adult recreation programs shall be governed by rules and regulations set forth by the Parks and Recreation Department.
A. 
Membership requirements.
(1) 
No person(s) shall engage in playing hockey at the facility at the River Road hockey rink unless having first obtained a membership or permit pursuant to the terms of this section.
(2) 
The Parks and Recreation Department is hereby authorized to issue memberships to the hockey rink provided for herein upon the payment of the fee and proper identification.
(3) 
No person(s) not a resident of Pennsauken shall be entitled to secure a membership under the terms and conditions of this section, and every membership shall remain in force and effect, being valid from the first of April of the year in which it was issued until the first of April of the following year.
B. 
Membership qualifications and conditions. All memberships issued under this section shall apply only to the person(s) to whom they are granted. No membership shall be transferable. Any person(s) who shall loan, give or otherwise transfer to another his or her membership granted under this section shall be disqualified to receive a new membership after said revocation and the membership shall be revoked with no refund, in addition to the penalties under § 226-22.
C. 
Exhibition of membership card. Any person(s) to whom a membership is granted hereunder shall produce the same to any duly authorized representative of the Township of Pennsauken or any other member of the hockey court upon request.
D. 
Fees shall be as follows:
(1) 
The sum of $55 for a family membership. A family shall consist of a group of no more than five person(s) related by blood or marriage and living together under one roof.
(2) 
The sum of $30 for a single membership.
(3) 
The sum of $10 for a lost key.
E. 
Team memberships. All teams using this facility shall pay the league fees listed in § 226-14, under Class II rental fees, and shall comply with the rules and regulations listed under § 226-12.
F. 
Terms of memberships; identification card. All memberships shall be for the term listed in § 226-18A, Membership requirements.
G. 
Rules and regulations. All street hockey court facility rules and regulations shall be set forth by the Parks and Recreation Department.
H. 
Pennsauken roller hockey.

(1) 
Roller hockey usage. The Pennsauken roller hockey program shall be given priority for use of the lighted roller hockey rink. A permit will be issued on a yearly basis granting the abovementioned program exclusive use of this facility.
(2) 
Light schedule. All regular season, playoffs and tournament play shall comply with the following rink light schedule:
(a) 
Weekday (Sunday to Thursday): lights turned off by 9:00 p.m.
(b) 
Weekend (Friday and Saturday): lights turned-off by 10:00 p.m.

A. 
The purpose of this amendment to the ordinance is to promote the public peace and the health, safety and welfare of the residents of the Township of Pennsauken by establishing regulations for the use of the skate park owned by the Township of Pennsauken. This section does not preclude other civil or criminal actions in regards to conduct proscribed herein.
B. 
The Council of the Township of Pennsauken hereby declares that skateboarding, roller-skating, in-line skating and other similar activities are hazardous recreational activities that may result in death or serious injury. All users of the skate park assume the risk of death or serious injury.
C. 
Pennsauken's Skate Park is a skate-at-your-own-risk facility. The skate park is unsupervised. The Township of Pennsauken/State of New Jersey is not responsible for injuries, which may occur.
D. 
Use of this skate park may expose the user to serious injury, including broken bones, paralysis, or death. Protective equipment shall be used at all times by all persons entering, using or remaining in the skate park. Failure to wear protective equipment increases the risk of such injury. Wearing a helmet, kneepads, gloves, elbow pads, and wrist guards is required at all times while in the skate park. The following regulations shall apply to all persons entering, using, or remaining in the skate park:
(1) 
Only users of skateboards, roller skates, in-line skates, bicycles (without metal pegs), and scooters are permitted in the skate park. All other users are prohibited.

(2) 
No motorized vehicles of whatever nature or kind are permitted in the skate park. Bicycles with metal pegs are not permitted in the skate park.

(3) 
Protective equipment is mandatory and must be worn at all times by all persons entering, using or remaining in the skate park.
(4) 
Users must inspect the condition of the skating surface before using the facility, and must remove any trash or debris that may prevent a smooth, safe riding surface. Use of the skate park is prohibited when the surface is wet, icy, damaged, or unsafe. Unsafe conditions or damage to the facility should be immediately reported to the Pennsauken Parks and Recreation Department (856-665-1000, ext. 151). In any emergency, contact Pennsauken Police Department (856-663-1234).
(5) 
Use the skate park within your level of ability and avoid collisions. Always be aware of your surroundings and others. Conduct which is reckless, horseplaying (such as tandem riding, pushing), bullying or any activity which could endanger the safety of others is strictly prohibited.
(6) 
Tagging, graffiti, littering, waxing, and other acts of defacement or vandalism are unlawful and prohibited.
(7) 
No personal ramps, boxes, rails, jumps, or any other objects are permitted in the skate park.
(8) 
Adult supervision is required for children under 13 entering, remaining or using the skate park.
(9) 
Smoking, tobacco, alcohol, and drugs are prohibited anywhere in the skate park and surrounding areas.
(10) 
Use of abusive, threatening, or obscene language is prohibited. No pets are allowed in the skate park at any time.
(11) 
Loud music, amplified music and sound systems are prohibited at the skate park.
(12) 
The skate park is closed from dusk until dawn.
(13) 
All persons entering, using, or remaining in any skate park must wear a shirt while on skate park property.
(14) 
Township of Pennsauken shall not be responsible for any personal belongings lost or stolen at the skate park.
(15) 
No glass containers or food are permitted within the skate park facility.
(16) 
Parents may be held financially responsible for damages caused by the inappropriate actions or activities of their children in, around, or about the skate park.
(17) 
All injuries, whether major or minor, suffered at the skate park are to be reported immediately to the Township of Pennsauken Parks and Recreation Dept. at (856) 665-1000, ext. 151.

A. 
Dog park rules and regulations.
(1) 
Persons making use of the dog park do so at their own risk of injury to selves and dogs. No attendant is on duty. Users of this facility do so at their own risk.
(2) 
Persons making use of the dog park shall be responsible for injuries caused by their dogs to other persons and dogs. Persons responsible for any such injuries or property damage shall hold the Township of Pennsauken harmless for same.
(3) 
Persons making use of the dog park must be 18 years of age or older, and dogs must be at least four months old, properly licensed with the state, with proper vaccinations for rabies. Parvo/distemper and bordatella vaccinations are recommended.
(4) 
No entry will be permitted without a park registration tag, dog license tag, and rabies identification tag attached to the dog collar.
(5) 
Allowing other individuals to utilize a dog pass or to give access to unregistered dogs will result in immediate suspension of privileges.
(6) 
No choke, prong or spike collars, as these can injure dogs during play.
(7) 
Persons must scoop and dispose of dog waste in trash containers provided.
(8) 
No animals other than dogs may be brought into the dog park.
(9) 
Dogs must never be left unattended. The dog owner/permit holder must keep an eye on his or her dog(s) at all times and keep a leash available at all times.
(10) 
Dogs must be leashed at all times when not in the dog park.
(11) 
Dog owners must be inside the park and within view and voice control of their dogs at all times.
(12) 
Dogs may not be brought into the park if they are less than four months old, sick or unhealthy, have a history of aggressiveness, have been adjudicated as dangerous by a court of law, or are females in heat.
(13) 
If aggressive action is observed, the permit holder must leave the park immediately with the aggressive dog.
(14) 
Children under 12 years of age must be closely supervised at all times. It is strongly urged that, for their own safety, young children not be brought to the dog park; if they are, the children must be close enough to hold an adult's hand at all times.
(15) 
No food, treats, rawhide chews, alcoholic beverages, glass containers, strollers, bicycles, skateboards, roller blades or toys will be allowed in the dog park area. Littering and smoking is prohibited.
(16) 
No more than three beings (dogs and/or small children) per handler will be allowed.
(17) 
Dog owners must immediately fill any holes their dogs dig.
(18) 
Professional dog trainers/behaviorists and dog walkers are not permitted to use the dog park to conduct their business.
(19) 
Dogs, permit holders and park users creating a disturbance or violating rules must immediately leave the off-leash area if requested by law enforcement personnel, park personnel or their designated agents.
(20) 
No large dogs will be allowed in the small-dog area and vice versa.
(21) 
All gates must be closed at all times after entering or leaving.
(22) 
All dog bites must be reported to the Pennsauken Police Department at (856) 488-0080 and Pennsauken Parks and Recreation Department at 665-1000, ext. 151. If a bite occurs, the dog's owner must exchange his or her name and phone number with the other dog owner.
(23) 
The Township of Pennsauken and its Parks and Recreation Department reserves the right to close the dog park area for maintenance and repairs, at any time and without notice.
(24) 
Aggressive dogs are prohibited from the park, and dogs exhibiting aggressive behavior must be removed immediately.
(25) 
Outside of the fenced dog park, dogs must be on leash and under control by their owners/handlers at all times.
B. 
It shall be unlawful to:
(1) 
Enter or remain on the facility at hours other than the Township-designated hours of usage.
(2) 
Enter or remain on the facility with more than three dogs per individual.
(3) 
Fail to immediately remove from the facility any dog showing aggression toward people or other dogs in the facility.
(4) 
Fail to immediately remove from the facility any dog that barks continuously, uncontrollably, or excessively.
(5) 
Enter or remain on the facility with a female dog in estrus.
(6) 
Enter or remain on the facility with a dog not currently vaccinated against rabies.
(7) 
Enter or remain on the facility with a dog younger than four months of age.
(8) 
Fail to immediately leash and restrain a dog in the facility when advised to do so by a municipal official.
(9) 
Fail to abide by the rules and regulations posted at the entrance of the facility.
(10) 
Fail to immediately depart the facility when ordered to do so by a municipal official.
(11) 
Enter on or remain upon the facility without a valid Township of Pennsauken membership tag or a valid Township of Pennsauken pet license properly displayed on each dog or a current Township of Pennsauken authorized guest pass.
C. 
Enforcement. Enforcement of the above rules and regulations is under the immediate supervision of the Township of Pennsauken Police Department or an Animal Control Officer. Violators of dog park rules and regulations will be subject to one or more of the following:
(1) 
Removal from the park;
(2) 
Suspension of park privileges;
(3) 
Revocation of dog park permit; and/or
A. 
Rules and regulations governing all Township property and facilities shall be as follows:
(1) 
No pets (unleashed).

No abusive, profane or obscene language.
(13) 
No alternative use or abuse of equipment and facilities.

No defacing Township property.
(15) 
No gambling.
(16) 
No ice skating.
(17) 
No bicycles in Liberty Park.
(18) 
No fires (exception: Tippons Pond, fire permit required).
(19) 
Organized sports are permitted by permit only.
(20) 
Groups are permitted to use property/facilities by permit only.
(21) 
Swimming is permitted at municipal pool only and by membership only.
(22) 
All Township grounds are closed from dusk to dawn (exception: lighted baseball field at Bon Air/Collins Avenue, lighted soccer field at Wyndam Road, lighted softball field at William Brey Drive and lighted Little League fields at the Pit and Orchard and Elm, and lighted football field at Orchard and Elm. Also, lighted hockey complex at River Road. These fields are governed by PYAA, Merchantville/Pennsauken Little League and Pennsauken Youth Soccer League.)

Parking lots and spaces are provided at various recreational facilities throughout the Township. These parking lots and spaces are for the PYAA, Merchantville/Pennsauken Little League and Pennsauken Youth Soccer members and visitors during the seasons and other Township-sponsored events only.

A. 
Effective August 21, 2013, no further out-of-town coaches or children will be accepted at registration to participate in any youth sports program except:
(1) 
Merchantville youth and coaches will continue to be allowed in PYAA programs, Merchantville/Pennsauken Little League and the Pennsauken Youth Soccer Organization.
(2) 
Any child who has been a member in the program prior to his or her family moving out of Pennsauken/Merchantville may finish the program.
(3) 
Children who have a parent or legal guardian who is a resident of Pennsauken/Merchantville may participate in the PYAA program, Merchantville/Pennsauken Little League and Pennsauken Youth Soccer Organization. The legal guardian who is a resident of Pennsauken/Merchantville must sign the child up for the program.
(4) 
All PYAA sports and the Merchantville/Pennsauken Little League and Pennsauken Youth Soccer Organization will advertise for in-town coaches in All Around Pennsauken and our community local cable access channels during every registration period. Request for coaches will also be on registration forms and every participant's parent/guardian will be required to sign the request for coaches form.
(5) 
After all attempts to find in-town coaches have been exhausted, out-of-town coaches, including alumni, can submit interest in a coaching position with PYAA, Merchantville/Pennsauken Little League and the Pennsauken Youth Soccer Organization. The President of each sport shall submit prospective out-of-town coach's name, address and experience to the respective leadership of each organization for initial approval. Once approved, the coach's name, address and experience will be submitted to the Township's Parks and Recreation Department for final approval. The out-of-town coach may begin to coach only after this final approval is obtained. This process will be done on a yearly basis.
B. 
Any parent or guardian approved to coach by the respective leadership Boards and Pennsauken Township’s Parks and Recreation Department will be permitted to register their children with the sport they are coaching.
C. 
At all times, good judgment must be exercised by PYAA and Pennsauken Township.

Any person(s) violating any of the provisions of this article shall, upon conviction, be subject to one or more of the following: a fine not exceeding $1,250 or imprisonment in the county jail for a term not exceeding 90 days, or a period of community service not exceeding 90 days, at the discretion of the Municipal Court Judge.
