[Adopted 3-13-1978 by Ord. No. 78-3 as Art. I of Ch. 212 of the 1977 Code
The owner, owners, occupant or occupants of any lands abutting upon the public highways of the Township of Pennsauken shall remove or cause to be removed all snow and ice from the abutting sidewalks and gutters of such highways within 12 hours of daylight after the same shall fall or be formed thereon, and in the event of the failure or neglect of said owner, owners, occupant or occupants so to do, the Superintendent of Public Works or such other Township officer or employee as shall be designated for said purpose by the Township Committee is hereby authorized to cause the removal of said snow and ice from such sidewalks and gutters by the employees of said Township.

No person, firm or corporation shall throw, place or deposit, or cause to be thrown, placed or deposited, any snow or ice into or upon any street in said Township, it being the intent and purpose of this provision to prohibit all persons from throwing, casting, placing or depositing snow and ice, which accumulated on the private property belonging to said person, upon the sidewalks or streets of the Township of Pennsauken.

The owner, owners, occupant or occupants of any lands abutting upon the public highways of the Township of Pennsauken shall remove or cause to be removed all grass, trees, weeds and other impediments from the abutting sidewalks and gutters of such highways within three days after notice to remove the same is given by the Superintendent of Public Works, the Shade Tree Commission, a Code Enforcement Officer or such other Township officer or employee as shall be designated for said purpose by the Township Committee, and in the event of the failure or neglect of said owner, owners, occupant or occupants so to do, the said Superintendent of Public Works, the Shade Tree Commission, a Code Enforcement Officer or such other Township officer or employee so designated is hereby authorized to cause the removal of all such grass, trees, weeds and other impediments by the employees of said Township or contractor retained by the Township.
All sidewalks, when paved for the full width, shall be cleaned or cleared for the full width and, where unpaved or not paved for the full width, a space of at least four feet in width in the center thereof shall be cleaned or cleared. Gutters shall be cleaned or cleared for a width of at least two feet from the curb.

The said Superintendent of Public Works, the Shade Tree Commission, a Code Enforcement Officer or such other Township officer or employee as shall have been designated for the purpose aforesaid by the Township Committee shall, as soon as possible after the work provided for in §§ 273-1 and 273-2 has been performed by his or her employees and/or contractor retained by the Township, ascertain the cost thereof and certify said cost to the Township Committee of said Township. The Township Committee shall examine such certificate and, if found to be correct, shall cause such cost to be charged against such real estate so abutting upon such sidewalk or gutter thereof, and the amount so charged shall thereupon become a lien and tax upon such real estate and shall be added to and be part of the taxes next to be levied and assessed thereon and shall be enforced and collected with interest by the same officers and in the same manner as other taxes.
It shall be unlawful for the owner, driver or occupant of any automobile, wagon or other vehicle to drive upon, over or across any sidewalk laid upon any of the public highways of the Township of Pennsauken without first having obtained the permission of the owner of the abutting lands and premises.

Any person who shall fail to remove or cause to be removed, as herein provided, all snow and ice from such sidewalks and gutters, or either of them, or who shall fail to remove or cause to be removed, as herein provided, all grass, weeds and other impediments from such sidewalks and gutters, or either of them, or who shall violate any other provision or provisions of this article shall, upon conviction, be subject to one or more of the following: a fine not exceeding $1,250 or imprisonment in the county jail for a term not exceeding 90 days, or a period of community service not exceeding 90 days, in the discretion of the Municipal Court Judge.
