Every person, whether he or she be the owner,
tenant or occupant of any dwelling house, other than an apartment
house or tenement house, shall cause all garbage, swill and offal
to be removed from the premises at least twice each week.
A.
All trash, rubbish, paper and cans shall be stored
in suitable receptacles and then removed from the premises at least
once per week.
B.
Every owner, lessor or agent of any building which
is a tenement house within the meaning of the State Tenement House
Act shall provide and maintain therein for the use of the tenants
proper receptacles for the storage of garbage and shall remove from
the premises all garbage, offal and rubbish at least daily.
C.
All garbage which may accumulate in this municipality
or which may be stored, kept or maintained therein without violating
this article shall be kept in watertight metal receptacles provided
with tightly fitting covers, except that barrels may be used for vegetable
trimmings if removed daily. Said metal receptacles shall be kept clean,
and no water shall be allowed to enter therein except for the purpose
of cleaning.
D.
No ashes or incombustibles shall be placed in the
same receptacle containing garbage, swill or offal.
Every proprietor of any hotel, restaurant, boardinghouse,
store, market or other establishment where food for human or animal
consumption is manufactured, prepared, handled, sold or served shall,
at regular intervals, cause to be removed from the premises all garbage
and other waste matter which may accumulate thereon. All garbage and
waste matter shall, while on the premises, be stored in such manner
as not to create a nuisance.
A.
No person shall convey through the streets of this
municipality, any garbage, swill, offal or dead animals without first
obtaining a license from this Board; provided, however, that any person
who has contracted with the municipality to collect and remove garbage,
rubbish, refuse and other wastes need not secure such license.
B.
No person shall convey garbage, swill or offal through
or along any street within this municipality except in watertight
metal receptacles or metal-lined receptacles with tightly fitting
covers of like material. Said receptacles shall be kept tightly covered
at all times while in this municipality except while being loaded
or unloaded.
C.
No person shall permit any wagon or vehicle used for
the collection or removal of garbage, swill, offal or dead animals
to stand in the streets or other public places within the limits of
this municipality at any time except when being loaded or unloaded.
No person shall permit any garbage, swill, offal
or dead animals collected or removed under the provisions of this
article to remain or be disposed of within the limits of this municipality
except by written consent of this Board.
Nothing in this article shall be construed as
prohibiting any person, himself or herself or his or her servants,
from removing any garbage, offal or other waste matter from his or
her own premises; without a license; provided, however, that a permit
is first obtained from this Board and the requirements of this article
are in all respects complied with; and provided, further, that no
one shall remove the body of an animal which has, within a period
of 14 days before death bitten anyone, or which is suspected of having
bitten anyone, without permission from this Board.
