There is hereby created and established the office of Principal Public Works Manager of the Borough of River Edge. The Principal Public Works Manager will hold office for the term of three years.
The Principal Public Works Manager shall be solely responsible for:
A. 
The supervisory responsibility for the daily and long-term activities for the Borough of River Edge Public Works Department, including utilization of manpower, equipment, materials and funds appropriated, and other resources available to that Department.
B. 
The supervision of the cleaning and repair of borough streets, and the maintenance and care of the borough's motorized vehicles and equipment, the cleaning, maintenance and repair of public buildings and grounds and the making of improvements on public property.
C. 
The performance of such other duties as may be assigned to him from time to time by the Mayor and Council.
The Principal Public Works Manager shall be paid a salary at a range to be established from time to time by the governing body of the Borough of River Edge. The salary shall be in lieu of any and all paid overtime.
The Principal Public Works Manager shall be entitled to a vacation leave as specified by the borough's Policy and Procedure Manual as well as other benefits specified therein, and any other ordinances granting benefits to borough employees.
A person holding office, position or employment as full-time Principal Public Works Manager who has held the office, position or employment continuously for five years or more shall continue to hold the office, position or employment, notwithstanding that he is serving for a fixed term, during good behavior and efficiency and shall not be removed therefrom for political or other reasons except for good cause, upon written charges filed with the Borough Clerk and after a public, fair and impartial hearing; provided however, that such person may be retired when he shall have attained 70 years of age.
