As used in this chapter, words and phrases concerning
traffic shall have the meanings ascribed to them in N.J.S.A. 39:1-1.
Whenever certain hours are named in this chapter,
they shall mean either Eastern standard time or Eastern daylight saving
time as may be in current use in the Borough.
A.
Authorization. Pursuant to N.J.S.A. 40:67-16.9, the
Borough Council does hereby authorize the Mayor to promulgate regulations
for the closing of any street or portion thereof to motor vehicle
traffic on any day or days during specified hours on any day or days
whenever the mayor finds that such closing is necessary for the preservation
of public safety, health and welfare of the inhabitants of the Borough.
B.
Provisions for warning signs. The regulations promulgated
under this section shall provide for the proper warning signs of such
closing in any street or portion thereof during the time the same
is closed in pursuance thereof.
C.
Department of Transportation approval. No ordinance
or regulation adopted thereof pursuant to this section or regulation
adopted thereof pursuant to this section shall become effective unless
and until it shall have been approved by the Commissioner of Transportation
of the Department of Transportation. Immediately upon the promulgation
of any regulation, such regulation is to be forwarded to the Commissioner
of Transportation of the Department of Transportation with a request
that the regulation be approved.
