No person or persons, firm or corporation shall do or cause to be done any act, including the construction of buildings, private roads, grading, landscaping or any other work or transportation over any Borough road which would cause the accumulation of dirt, fill, earth, rock or any other material in any stormwater drain, gutter, culvert or upon any road in the Borough of Riverdale.
The above acts are prohibited, irrespective of the manner or distance by which said dirt, fill, earth, rock or any other material shall travel before reaching said stormwater drain, gutter, culvert or road.
The owner of any truck or other vehicle traveling over a partially constructed or newly constructed road or to or over a Borough road under construction or repair shall at least once a day clean the Borough roads of all spill or dirt that may have been carried by said truck or other vehicle to and on any public road.

Any person or persons, firm or corporation who shall violate any of the provisions of this article shall, upon conviction thereof, be subject to a fine not exceeding $1,000 or imprisonment in the county jail for a period not exceeding 90 days, or both.
