The purpose of this article is to protect the safety and health of persons using public roads and streets from substances or objects placed thereon by persons in the use or maintenance of their land or appurtenances thereon.
No person or party shall in the use or maintenance of any land, premises, building or structure, cause, permit or suffer any substance, object or thing of whatsoever nature, kind or description to be placed upon, deposited or diverted to any road, street or highway in the Borough of Riverdale in such a manner or under such circumstances as to endanger the safety or health of any person or persons using said road, street or highway or in such manner or under such circumstances as to cause injury to said person or persons.

Except as provided under the provisions of N.J.S.A. 40:67-16.7, as amended and supplemented, which permits the temporary closing of streets for the provision of recreational facilities, no person shall construct, erect or maintain any device, structure, equipment or other thing in or within 10 feet of the edge of any street, road, lane, alley or other public thoroughfare in the Borough, the purpose of which is to encourage, facilitate or assist in the utilization of any such street, road, lane, alley or other public thoroughfare for any sport, athletic or other recreational activity which shall obstruct or have the potential effect of obstructing vehicular traffic.

No person shall throw, place or deposit any snow, ice or yard waste into or upon any street, sidewalk or municipal right of way in the Borough, it being the intent and purpose of this provision to prohibit all persons from throwing, casting, placing or depositing snow, ice or yard waste, which accumulated within the private property belonging to such person, upon the streets, sidewalks or municipal rights-of-way of the Borough.

A. 
No person shall place or permit to be placed upon any street, sidewalk or municipal right-of-way any object or thing that shall in any manner obstruct such street, sidewalk or municipal right-of-way or render travel upon such street, sidewalk or municipal right-of-way dangerous or unsafe.
B. 
No person shall place goods or materials of any kind upon any public sidewalk for pickup, delivery, storage, display, or any other purpose. This section shall not apply to goods and materials placed for pickup for regular solid waste or recycling collection by the Borough hauler.

Any person or party convicted of a violation of any provision of this article shall be liable to a fine of not more than $1,000 or imprisonment for a term not exceeding 90 days, or both. Each day that a violation exists shall constitute a separate offense.
