No person shall engage in the business of cleaning cesspools and privies in the Borough without obtaining a license known as a "scavenger's license" from the Board to do so, which license shall be an annual license commencing January 1. Such license may be revoked by the Board if the licensee or his employee or agent shall violate any section of this code or any ordinance or rule of the Board in cleaning any cesspool or privy or in removing the contents thereof.

The fee for a scavenger's license as required herein shall be the sum of $20 for each and every vehicle or conveyance used in said business. All persons engaged in such work shall make application for such license in writing and shall state the nature of the service to be rendered or performed, the kind of conveyance or vehicle to be used, the disposition to be made of the materials collected or conveyed and any other information required from time to time. All persons seeking a scavenger's license shall supply the addresses and the names of the owners thereof of every property in the Borough which said person performed services on in the 12 months prior to the license application. The date of the rendering of the services shall also be supplied.
All vehicles or conveyances used in the business of scavenging in the Borough shall be such as may be approved by the Board; they shall be kept clean and inoffensive, and receptacles shall be kept covered tightly with covers of approved type, except when opened for the loading or discharge of contents or for cleaning. No vehicle so used shall stand in the streets except while being loaded. None of the materials collected or handled under a scavenger's license shall be disposed of in any manner not approved by the Board of Health.
