It shall be the duty of every owner, tenant, lessee or occupant of any building to provide or cause to be provided and to keep on the premises suitable closely covered receptacles for receiving and holding only the garbage and trash that accumulates or is collected in the said building. The receptacles and contents shall not exceed 50 pounds each. Loose material not suitable for containers, such as newspapers and brush, shall be properly bundled.
It shall be unlawful for any contractor or contractors or employees of the contractor or contractors authorized by the Borough of Riverton to collect garbage or trash in said borough to negligently or carelessly throw, dump, leave, place or deposit or cause to be thrown, dumped, left, placed or deposited any garbage or trash in and along any of the streets, highways or public places in said borough.
No animal or vegetable substance, offal, garbage or trash or any offensive material shall be deposited, thrown or placed upon any lots or pieces of ground in the Borough of Riverton for any purpose whatever or upon any street, alley, highway or other public place in said borough.

A. 
From and after the passage of this article, no person or persons, corporation or corporations shall gather garbage, trash or offal from the streets, highways or alleys or from any house lot or building in the Borough of Riverton without depositing the same in a properly closed water-tight truck, tank or receptacle which shall be kept in such a condition, except that the borough may collect or provide for collection of bulk trash by other suitable means. Said collections shall be made between the hours of 6:00 a.m. and 5:00 p.m. of the days designated for collection.
B. 
It shall be the duty of every owner, tenant, lessee or occupant of any building to place any accumulated garbage and trash in containers, receptacles and bundles, as provided in § 74-1 of this article, conveniently at the curb of the street in front of or at the side of each building or residence for easy access by the collector. Neither garbage nor trash nor any container, receptacle or bundle, whether full or empty, shall be so deposited except during the hours between 4:00 p.m. preceding the day of collection and 8:00 p.m. of the day of collection. The Borough Council shall be authorized to designate from time to time by resolution the days of collection and further to expand or limit the period within which garbage, trash, containers, receptacles or bundles may be placed at curbside.
No person engaged in the collection of the garbage, trash, refuse or offal shall obtain the same, except by means of the sidewalk, paths and other means of access. No person shall trespass upon any lawn or damage any property of the owners and occupants of any house or residence in said Borough of Riverton.

Any person who shall violate this article or any of the terms or provisions thereof or who shall do any act or thing prohibited in this article, shall, upon conviction thereof, forfeit and pay a fine not exceeding $1,000.
