It shall be unlawful to distribute, cast or
place or cause to be distributed, cast or placed in or along any of
the streets or public places of the Borough of Riverton, or on any
of the sidewalks or footways thereof or into any vestibule or yard
or upon any porch of any store, dwelling house or other building within
the limits of said borough, any paper, circular, advertisement, handbill,
wastepaper or rubbish, provided that nothing herein contained shall
be held to prohibit the regular distribution of legal newspapers,
magazines or matter delivered through the United States mail.

Any person or persons violating any of the provisions of § 78-1 of this chapter shall, upon conviction thereof, forfeit and pay a sum not in excess of $50 for each and every offense.
